A Tamaqua man, charged with 17 sexual related offenses, was one of 25 defendants who entered guilty pleas to criminal charges recently in Schuylkill County court and were sentenced by Judge John E. Domalakes.

Joseph R. Delaney, 33, of 111 E. Broad St., Tamaqua, pleaded guilty, but mentally ill, to 17 sex related criminal charges.Domalakes deferred sentencing and ordered Delaney to submit to an evaluation through the Sexual Offenders Assessment Board. The judge also ruled upon completion of the assessment, and before his appearance in court for sentencing, he must have no contact with the victim or the victim's family or any children under age 18 years.Delaney pleaded guilty to three counts each of having involuntary deviate sexual intercourse with a child, indecent assault without consent, indecent assault with person less than 13 years of age, indecent assault with person less than 16 years of age, indecent exposure, and three counts of corruption of minors. Third St., Lehighton, driving under the influence (DUI) of alcohol and was sentenced by Domalakes to serve five days to six months in the county prison beginning Monday, May 7, at 9 a.m., fined $300, pay $100 to Substance Abuse Education (SAE) fund, $50 to Catastrophe fund, attend alcohol highway safety school, receive outpatient treatment, and perform 10 hours community service. His driver's license is suspended for 12 months.Andrew Slifko, 51, Pottsville, 20 counts of failing to remit sales tax and one count of failing to file an income tax return, was sentenced by Judge Cyrus Palmer Dolbin to make restitution of $20,890.22 to the state and to serve a probation period of 12 months, and pay $50 to Criminal Justice Enhancement Account (CJEA). Slifko operates an auto and truck repair shop along SR61 in Pottsville. He was cited by the state Attorney General's office.Roberto Alvarez Marquez, 23, of West Hazleton, pleaded guilty to DUI and was placed on probation for six months by Domalakes. He received credit for spending seven days in the Schuylkill County Prison. He also has to pay a fine of $500, pay $100 to the SAE fund, $50 to Catastrophe fund, $113 to Bethlehem Regional Lab, enroll in an alcohol highway safe driving school, and perform 10 hours of community service. On a charge of failing to have car insurance was fined $300 and driving while his operating privileges were suspended was fined $200 plus $100 costs. Marquez was cited by Trooper Thomas Powell when stopped on Dec. 17, 2010, in Frackville.Joshua Michael Canfield, 20, Winter Haven, Fla., misbranding of controlled substance. Domalakes gave him credit for serving 21 days in the county prison and was released on parole for 12 months, pay $100 to SAE fund, $50 to CJEA fund, $50 district attorney's office for bench warrant, and $113 to Bethlehem Regional Crime Lab. On a charge of possession of a small amount of marijuana has to serve an additional 30 days probation. Canfield was cited by Pottsville Patrolman Brian J. Reno, on March 26, 2011.Brian Lamont Watson, 27, Pottsville, terroristic threats against Rebecca Chescavage. Domalakes gave him credit for serving 102 days in the county prison and placed him on parole for 22 months, pay $50 to CJEA fund, and undergo drug and alcohol and mental health evaluation. Watson was cited by Pottsville Patrolman Kirk A. Becker, last Jan. 8.Eileen Bobb, 46, Shenandoah, obstructing the administration of law and false swearing to mislead police, was given credit by Domalakes of spending 178 days in the county prison and was placed on probation 18 months, assessed $50 for CJEA fund, and perform 10 hours of community service. Bobb was cited by Trooper Bernard J. Walasavage last May 12 in a wooded area off Adamsdale Road near Mahanoy City.Catherine A. Womer, 36, Bloomsburg, possession of a controlled substance in a motel in Frackville and was sentenced by Judge Dolbin to serve four to 23 months in the county prison beginning Friday, May 4, at 9:30 a.m. She received credit for serving 56 days in the county prison. She also was ordered to pay a fine of $200, pay $50 to CJEA fund, and make restitution of $428 to the Bethlehem Regional Lab. Womer was cited by West Mahanoy Township police.Michael Charles Helt Jr., 31, Minesville, simple assault and recklessly endangering a 15-year-old by shoving him through a glass door, had his sentence deferred as Domalakes requested a pre-sentence investigation (PSI) but ordered Helt have no contact with the victim while awaiting disposition of his case. He was cited by Minersville Patrolman Jeffrey R. Bowers, last Aug. 12. He is scheduled to be sentenced on Friday, June 15.Lawrence Donald Cooney, 48, Pottsville, defiant trespass at a hi-rise apartment, placed on probation by Domalakes for 12 months, and must pay $50 to CJEA fund. Cooney was cited by Patrolman Joseph R. Welsh, last July 28.Joshua Scott Siluk, 19, Pottsville, unauthorized use of a vehicle owned by his grandfather, Michael Siluk, was ordered by Domalakes to serve 12 months probation, pay $50 to CJEA fund, $50 to district attorney's office for bench warrant, and make restitution of $1,900 to grandfather. Siluk was cited by Pottsville Cpl. Dennis G. Wiederhold, last June 5.Justin Ryan Davis, 23, Pine Grove, theft by deception by cashing counterfeit $20s in fast food restaurant in Pine Grove Township, sentenced by Domalakes to serve six to 12 months in county prison, pay $50 to CJEA fund, and make restitution of $60 to McDonald's Restaurant. He received credit for serving 181 days in the county prison. Davis was cited by Trooper Michael Ryan last Sept. 28.Gregory Allen Spelbaum, 44, Mahanoy City, DUI, sentenced by Domalakes to serve 30 days to six months in the county prison beginning Tuesday, May 22, at 9 a.m., fined $1,000, pay $300 to SAE fund, $50 to Catastrophe fund, attend safety school, receive intensive outpatient substance abuse treatment, perform 10 hours community service and license suspended 12 months. On a charge of driving while license was suspended was fined $1,000. Spelbaum was cited by Rush Township Patrolman Corey Herring, last July 8.Eugene B. Gibson, 32, Minersville, pleaded nolo contendre (no defense) to aggravated assault on Thomas Roswell, Pine Grove, and was sentenced by Domalakes to serve 48 to 96 months in a state correctional facility with credit of serving 176 days in the county prison. Gibson was cited by Pine Grove Patrolman Christopher Taylor, last July 19.Jesse Michael Bartosiewicz, 30. Jessup, Lackawanna County, burglary in Branch Township, sentenced by Domalakes to serve six to 24 months in a state correctional facility and make restitution of $1,305 to the victim, Phyllis Rada. He was cited by Patrolman John Zuratt, Branch/Reilly Townships police.Robert L. Harner, 31, Hegins, fleeing police and DUI, sentenced by Domalakes to serve nine months to five years in a state correctional institution, fined $1,500 on the DUI and $1,000 for driving while license suspended. On a summary charges of reckless driving fined $200, failing to drive on right side of road and in roadway laned for traffic fined $25 each plus $150 costs. License suspended 18 months. He was cited by Patrolman Martin Sterner.Kevin Lawrence Cooney, 27, Shenandoah, DUI, sentenced by Domalakes to serve 30 days to six months in the county prison, fined $750, pay $100 to SAE fund, $50 to MCARE fund, $60 to Schuylkill Medical Center, $50 to Catastrophe fund, attend safety school, undergo intensive outpatient treatment, perform 10 hours community service, pay $50 to district attorney's office for bench warrant, and license suspended 12 months. On a charge of failing to drive on right side of road was fined $25 plus $50 costs. Cooney was cited by Pottsville Patrolman Richard J. Pugh, on Dec. 30, 2010.Jerry William Lucas Jr., Pine Grove, DUI, a PSI report was requested by Domalakes to be prepared before sentencing which was set for Monday, May 21. Lucas ws cited by Trooper Christoher Graf when stopped on Feb. 21, 2011, on Interstate 81 in Pine Grove Township.John R. Miller, 45, Port Carbon, harassment of Rose Ann Kovitch in a domestic dispute, was given credit by Domalakes for serving 56 days in the county prison and was released from prison. A charge of simple assault was nol prossed. Miller has to pay $50 to the CJEA fund. He was cited by Trooper Michael J. Keating last Aug. 3.Each defendant must also pay additional court costs and a $50 per month supervision fee while on probation or parole.
