Payment for demolition of a property in Coaldale Borough was approved by the Schuylkill County Commissioners at their public meeting held Wednesday at the courthouse in Pottsville and also preparations were made for the Primary Election to be held April 24.

A payment of $11,440 was approved to be paid Northeast Industrial Services Inc. for razing the home at 119-121 Greenwood St., which the borough council had listed for demolition. It was carried out under the county's demolition program.In preparing for the primary election the commissioners gave approval to Election Director Frannie Brennan to hire 14 "rovers" at a rate of $10 per hour plus $0.555 cents per mile for traveling on election days to polling places which experience problems with the electronic voting machines.Also, a Resolutions Board was appointed to be on duty election night when the ballots are brought from the polling places for an unofficial count to handle any spoiled ballot. Named to serve on the board were Edward Barkett, Pottsville, a former county commissioner; George D. Moyer, Norwegian Township; and Adam Pancake, Tremont. Each will be paid $100 for their services that evening. Also serving on the board will be Mark Scarbinsky, Saint Clair, county fiscal administrator, who will receive no compensation.Other businessResignations and appointments on several boards were acted on by the commissioners.Children and Youth Services Advisory Board the resignations were accepted from Edward Butler, Minersville; Anna Granados, Mahanoy City; and Gayle Rehnert and Scott Thomas, Pottsville. Appointed was Linda Grube, current director of Youth and Family MInistry, Trinity Lutheran Church, Pottsville, to a two year term ending March 14, 2014.Three new members were appointed to serve on the Schuylkill County Assessments Appeals Board. They were Darlene Dolzani, Orwgisburg, and Jacqueline Dorian and Mike Wozniski, Pottsville. They will be paid $30 per hour for holding hearings on property tax appeals in the fall.Four directors were re-appointed to serve on the Sweet Arrow Lake Park Board for two year terms ending Dec. 31, 2014. They were Craig Morgan, Ann B. Tihansky and Jackson Perry, all of Pine Grove, and Lyle Laubenstine, Schuylkill Haven.The planning and zoning department was granted permission to seek a qualified consultant to assist in the Schuylkill County Hazard Mitigation plan update on proper ways of disposal of toxic materials which may be spilled through accidents. Funds of $63,000 are expected to be received from FEMA for the cost of updating the plan.A resolution was adopted for Schuylkill County Economic Development Corporation (SEDCO) and Schuylkill County Industrial Development Authority (SCIDA) to enter into a cooperative agreement to assist in the application for a redevelopment assistance capital program grant by SCIDA. The commissioners named Gary Bender, the county grant writer, to act as liaison for the county in working with the agencies involved.The commissioners entered into a professional engineering agreement with Alfred Benesch and Company to replace a county bridge which carries Cave Road over Deep Creek in Barry Township. The total cost of these services is $109,800 with Phase I as the engineering design services at $93,800 and Phase 2, contract and construction inspection estimated at $16,000. The funds will come out of the county's liquid fuels account.An agreement was approved for Capital Blue Cross for medical coverage for inmates in the county prison at a rate of 14.4 percent per paid claim with a $5,000 annual minimum. It was pointed out this was for administrative services only for the current year.Personnel mattersThe commissioners approved the termination of Rhett Potter, Schuylkill Haven, who was employed as part time housekeeper at Rest Haven Home and received information on other personnel matters.Rest Haven Home - Carl Oliver, Cressona, full time nurse's aide; Beverly Fisher, Hamburg, part time general practical nurse and Deanna Webb, Tower City, part time licensed practical nurse, all resigned. Wage adjustments were approved for Melanie Devers, Port Carbon; Heidi LaFaver, Auburn; Rebecca Phelps, Tremont; and Roxanne Perazzo, Pottsville, part time nurse's aides, for passing the training program and salaries increased to $11.72 per hour.County Prison - Joshua Richmond, Frackville, hired as a correctional officer at $16.5082 per hour and William Bruce, Pottsville, as a maintenance worker at $13.4767 per hour. Accepted was the resignation of Steve Mroczka, Mahanoy City, as a correctional officer.District Attorney's Office - John T. Herber III, Pine Grove, part time assistant district attorney, resigned; Attorney Thomas Campion, Norwegian Township, changed from full time to part time assistant district attorney; and salary adjusted to $26,342 per year; Attorney Rebecca Elo, Orwigsburg, promoted from full time assistant to deputy assistant and salary set at $47,766 per year; and Attorney Robert Matta, West Mahanoy Township, hired as an assistant district attorney under a grant program at $38,262 per year.
