A solictor's legal opinion was needed on a quorum before the Schuylkill County Salary Board could hold its meeting Wednesday at the courthouse.

The board is comprised of three county commissioners and county controller. Commissioner Francis McAndrews was absent due to undergoing surgery in a Philadelphia Hospital and Controller Melinda Kantner was also absent. Present were Commissioners Mantura Gallagher and Frank Staudenmeier.Chief County Solicitor Claude A. Lord Shields ruled that two of the four commissioners present was a quorum and the meeting proceeded.The board appointed Gail Spleen, Palo Alto, as a paralegal at a salary of $37,447 per year and Tracie Clews, Saint Clair, as per diem paralegal at a salary of $17,75 per hour in the county solicitor's office.Shelly Duncan, Seltzer Village, Norwegian Township, was transferred from full-time housekeeper to full-time physical therapy aide at Rest Haven Home at $15.0667 per hour. Two employees were terminated at the home - Catherine Dallago, Pine Grove, a full-time nurse's aide and Alaina Cardena-Kramer, Pine Grove, a part-time nurse's aide.Two resignations were also announced at the home - Julie Moyer, Auburn, part-time licensed practical nurse and Alyssa Hummel, Schuylkill Haven, full-time licensed practical nurse.Katelynn Steich, Eldred Township, was appointed part-time secretary in the district attorney's office at $12.57 per hour. Tracy Zellin, Pine Grove, was transferred from a part-time judicial secretary to full-time at $29,072 per year.Five correctional officers were appointed at the county prison - Patrick J. Mahoney, Auburn, with the rank of lieutenant at a salary of $20.4264 per hour; Kayla Ann Breznik, Shenandoah; James Mansell, Tamaqua; David Rainis, Barry Township; and Brian Rice, Pottsville, as correctional officers at $16.,0274 per hour.Michael Morrison, Seltzer City, resigned as a maintenance man at the prison.The board created a new position in the planning and zoning department called assistant planner and a new position in the court administration department called part-time temporary judicial secretary.
