Board approves right-to-know policy
A right-to-know policy on messages received at the 9-1-1 Emergency Center and the Emergency Management Agency office was approved by the Schuylkill County Commissioners at their public meeting held at the courthouse in Pottsville.
This policy is specifically directed toward right-to-know law request for disclosure of names, telephone numbers and e-mail addresses generated through the 9-1-1 Center and Emergerncy Management offices. If they receive requests it will be handled in the following manner:There will be no redaction (blacked out) for county employee names, work phone numers, work e-mail or e-mail; there will be no redaction for non-county employee names but e-mail addresses and phone numbers would be redacted, if on requested record.Solicitor Eric Mika reported the right-to-know law does allow very limited reasons for non-disclosures which include the following:The work address, fax or phone is the same as the home address as it protective order prohibits disclosure of the information; if disclosure would be reasonably likely to result in a substantial and demonstrable risk of physical harm, jeapordize or threaten public safety, endanger the safety or physical security of a building, public utility, resource, infrastructure, etc., or it reveals the name or other identifying information relating to an individual performing an undercover or covert law enforcement activity and if you are under 17 years of age.If a disclosure request falls within those paramoters then the county will ask for a response detailing the reasons such information must be redacted from those people affected.The commissioners stated they will make every effort to abide by the right-to-know law through this policy to ensure the county properly respects exemptions as requested by any employee or officeApprove contractsThree fee for service contracts were approved on behalf of the Drug and Alcohol Agency's programs. They were Schuylkill Community Action to provide recovery housing, $38,644; Clam Mar House of Edwardsville, cap increased by $5,000 to $10,000; and Clinical Outcomes Group, Pottsville, for provision of case management and outpatient services reducing the cost from $71,092 to $66,092.Upon recommendation of County Engineer Lisa Mahall three leases were renewed for the Joe Kuperavage Coal Company, of Blythe Township, to mine on county held coal lands. Royalty payments to the county for the life of the contracts on the three tracts to date totaled, $501,505.10.Appointments to various boards were as follows:Office of Senior Services Advisory Board - Frances Siluk, 60 Blue Mountain Drive, New Ringgold, and Kathy Burda, 560 W.
