Six first time offenders in the criminal justice system were placed in Carbon County's Accelerated Rehabilitation Disposition (ARD) probation program on Tuesday.

If a person successfully completes all conditions of the program their record is wiped clean. However, if they failed to complete the program or are revoked, then the Commonwealth reserves the right to prosecute them on all pending charges. A person does not admit guilt in entering the program.Senior Judge Richard W. Webb placed each for a year. Those placed included:Stephen Jon Arroyo, 21, of Lansford, was placed on a charge of possession of a controlled substance with intent to deliver and other drug charges. He was arrested on Jan. 2 along SR209 in Franklin twonsihp by state police at Lehighton.Webb ordered he pay $450 for the program and his license was suspended for 90 days.Sean M. Richmond, 36, of King of Prussia, Montgomery County, was placed on a driving under the influence (DUI) charge. He was arrested on Oct. 11, 2009, along Susquehanna St., in Jim Thorpe. He refused a blood test and will lose his license for a year for the refusal.Webb ordered he pay $450, get a drug and alcohol (D&A) evaluation and follow any recommendation for treatment, and license suspended for an additional 60 days.Mahlon Gene Smith, 58, Lehighton, was placed on a DUI charge. He was arrested on Nov. 29, 2009, along Gilbert Hill Road, in Mahoning Township. Given a test, the result was .15BAC.He was ordered to pay $400, get a D&A evaluation and license suspended for 60 days.Ileana Torres-Young, 34, of Sinking Springs, Berks County, was placed on a charge of harassment. She was charged by Jim Thorpe police for an incident on July 20, 2009, with Sarah Long the listed victim.Webb ordered her to pay $350 and have no contact with the victim.Tony Wolfe, 29, of Jim Thorpe, was placed on a DUI charge. He was arrested on Feb. 3 along North St., in Jim Thorpe. Given a test, the result was .21BAC.Webb ordered he pay $450, get a D&A evaluation and license suspended for 60 days.Mark Ernest Zaengle, 48, Nesquehoning, was placed on a DUI charge. He was arrested on Dec. 30, 2009, along the northeast extension of the turnpike in Franklin Township. Given a test, the result was .12BAC.Webb ordered he pay $400, get a d&A evaluation and license suspended for 30 days.Each defendant must also pay court costs and a $50 per month supervision fee while in the program.
