Vehicle stop leads to three arrests

A vehicle stop led to the arrest of three persons, two of whom were juveniles, on drug and other charges.

Pocono Mountain Regional police stopped a vehicle about 1:54 a.m. on Feb. 27, along Cumberland Road, in Tobyhanna, Coolbaugh Township, for numerous vehicle code violations.While speaking with the occupants officers detected the odor of marijuana coming from the passenger side. The driver was identified as Sandrao Pichardo, 18, of Bronx, N.Y., and the passenger in the front was a 16-year-old male from Tobyhanna. Both appeared to be under the influence of marijuana, police said. Officers also observed a bottle of beer in the cup holder of the Honda Accord.Officers also observed a plastic bag containing 18 dime-sized bags of marijuana partially concealed under the dashboard on the passenger side. Pichardo and the juvenile were taken into custody. The owner of the vehicle, Jonathan Garcia, gave consent to search the car.The search revealed a marijuana cigar roach in the ashtray and marijuana stems and seeds throughout the vehicle. A third occupant, a 15-year-old female, was placed under arrest for underage drinking and later released to the custody of her father.Pichardo was charged with possession with intent to deliver, possession of a controlled substance, possession of drug paraphernalia, criminal conspiracy to commit tampering with evidence, tampering with evidence and vehicle code violations. He was committed to the county prison in Snydersville pending arraignment.The 16-year-old was charged with possession, possession of drug paraphernalia, conspiracy to commit tampering with evidence, tampering with evidence and underage drinking.
