An Albrightsville man who allegedly struck - with his car - a Jim Thorpe police officer who was assisting a disabled motorist, has opted to not have a hearing on the charges.

Robert Willington Monroe Jr., 51, waived a hearing that was scheduled yesterday before District Judge Casimir Kosciolek to Carbon County Court.His pretrial conference in the district attorney's office will be held on May 3.Monroe, who is being lodged in the Carbon County Correctional Facility, is charged with:• Aggravated assault by vehicle while driving under the influence.• Aggravated assault by vehicle.• Accidents involving death or personal injury while not properly licensed, violation of the controlled substance, drug device, and cosmetic act.• Two counts of driving while under the influence of alcohol or a controlled substance.• Required financial responsibility.• Careless driving.• Reckless driving.Monroe is charged with striking part-time Patrolman Joseph David, who was providing mutual aid for Nesquehoning Police on Route 209 in Nesquehoning.The incident happened around 5 p.m. on Nov. 30. David was seriously injured and required surgery.Corporal Kathleen Temarantz of the Lehighton Barracks of the state police was the arresting officer.She wrote in the affidavit that David was summoned to the scene of the disabled vehicle because Nesquehoning Chief of Police Sean Smith had been summoned to another emergency call. When Smith came to the scene of the disabled vehicle, he found David lying in the roadway.Temarantz states, "The driver of the vehicle that struck David got out of the driver's side of the vehicle and complained of glass in his eye."The driver, Monroe, was transported to the Lehighton Campus of the Blue Mountain Health System. David was flown by medical helicopter to Lehigh Valley Hospital Cedar Crest.The affidavit tells of an individual who witnessed David getting struck by Monroe's vehicle.The witness "observed Officer David standing in the northbound lane directing traffic," states the affidavit. "He observed Officer David directing four cars through that area that were traveling northbound. The northbound lane was then clear. The officer then directed the stopped traffic to proceed. As he started to proceed past the disabled vehicle, he observed David get struck by the vehicle coming north."It continues that the witness "indicated it looked like the vehicle was coming too fast. He heard the driver yell 'I hit someone' as the driver exited his vehicle."Cpl. Temarantz states in the affidavit that Monroe admitted to another police officer that he had smoked a "joint" the night before and had consumed three Percocet pills; two prior to the accident and one earlier in the afternoon.A blood test indicated Monroe had cocaine and Cannabinoids in his blood, says the court paper.David had sustained multiple breaks to his left leg and ankle when struck.
