It's all systems go for an outdoor recreational water park scheduled for construction in Lower Towamensing Township.

The township's board of supervisors this week unanimously agreed to grant conditional final plan approval to Blue Mountain Waterpark, L.P., to construct a recreational water park at the Blue Mountain Ski Area.However, as part of their approval, supervisors attached three conditions: all improvements will be installed as per the township Subdivision and Land Development Ordinance (SALDO); the township and the developer will enter into a developer's agreement; and developers are to comply with comments from Carbon Engineering in a review letter dated Dec. 14.The Summer Splash water park will be located in a Resort and Recreation Zoning District, adjacent to the ski area on about 20 acres of the 58-acre parcel at 1660 Blue Mountain Drive.Barbara Green, owner of the ski area, said the park will be built in phases. The first phase will be the water park, and the second phase will include, hotels/time-share, and more rides, if the water park proves successful.Green said Summit Splash would be an outdoor water splash park that would include rides themed after historic areas of the county, such as the Lehigh River, mining, railroads and the rich canal history.The park could yield up to 30 more full-time jobs and several hundred part-time jobs.Last month, supervisors granted Blue Mountain Waterpark L.P. an extension with the assumption it would give the township written notice.That came after supervisors in September agreed to grant the company a 90-day extension to submit its land development plan.Also at that time, supervisors adopted a policy statement that requires developers to notify the township's zoning officer and possibly the township engineer in the event changes are made by the developer.In July, the township's zoning hearing board unanimously granted four variance requests to Blue Mountain Waterpark, L.P., to construct a recreational water park at the ski area.In May, the Carbon County Planning Commission granted approval for the proposed land development for the water park to Green.Also on Tuesday, supervisors approved the 2011 fee schedule that includes new rates for:• a driveway permit, which increased $25 from $50 to $75.• a well permit, which increased $25 from $50 to $75.• zoning permits for commercial/industrial/institutional, which increased $50 from $200 to $250.• zoning permits for additions/major alterations, which increased $50 from $150 to $200.• zoning permits for residential multifamily, which increased $50 from $200 to $250.• zoning permits for residential new buildings/structures, which increased $50 from $150 to $200.• zoning permits for additions/garages/in-ground swimming pools, which increased $25 from $50 to $75.• zoning permits for sheds/decks/above-ground swimming pools, which increased $15 from $25 to $40.• zoning permits for business occupancy, which increased $15 from $20 to $35.• zoning permits for certificate of occupancy for zoning compliance, which increased $15 from $20 to $35.• demolition permit, which increased $10 from $20 to $30.• home occupation permit, which increased $10 from $20 to $30.• zoning permit miscellaneous, which increased $10 from $20 to $30; and a sign permit, which increased $10 from $15 to $25 for a minimum fee, and $20 from $30 to $50 for a maximum fee.In other business, supervisors:• Agreed to lease a photo copier from Stratix Systems at a cost of $1,350 a year.• Agreed to grant an extension to AT&T for a cell tower with the condition that the township receive a written request by later this month. Otherwise, the plan will be rejected.• Agreed to grant a garbage exemption to Ronald Watkins.• Authorized the township secretary to advertise for road material bids for blacktop (to be picked up) and stone (to be delivered).• Authorized the township secretary to advertise for diesel fuel and gasoline for 2011. Last, year, the township purchased 2,800 gallons of diesel fuel, and 1,500 gallons of gasoline.• Agreed to hold the monthly township recreation board meetings on the first Thursday of each month at 7 p.m.
