Accessibility projects advanced

West Penn Township's municipal building and annex building are a few steps closer to being accessible by ramps instead of steps.

During a meeting Monday, township engineer Jeff DeAngelo of Alfred Benesch & Co. updated the supervisors on the ongoing project. The township will use Community Development Block Grant monies for the projects, which at both buildings involve ADA-accessible ramps, doors and parking."We are finalizing the bidding documents," DeAngelo said. "Potentially, we should be able to start the projects during the summer."The supervisors also gave Benesch the go-ahead to begin the permitting process for culvert repair on the Troxell Valley Road and on Andreas Road at its intersection with Bensalem Road. In June, the supervisors had elected to put various culvert repairs on hold.After more investigation, they are electing to prioritize the repairs. The project will involve bank stabilization and culvert repairs or replacement.The permits and engineering work will cost $4,500; a final cost on the projects is not yet available.Township solicitor Gretchen Stearns briefed the supervisors about ongoing efforts between the township's police department and code enforcement officer to develop a tool to combat basic code violations.According to preliminary plans, the township's police officers would be able to issue warnings for certain property maintenance code violations.Stearns said that the warnings could be followed up by tickets, with fine amounts escalating for first, second and third offenses.Offenses subject to the warnings and tickets would include things such as illegal burning, high weeds, house numbering, animals without proper shelter, animals at large, littering, trash and debris, incessant barking and curfew violations.The supervisors took no action, but said that they would continue to work out the details.With the approval of the supervisors, Benesch is applying for a grant for lighting upgrades at the West Penn Community Park at Zion's Stone Church. DeAngelo said the township could receive as much as $40,000 in grant monies. The application is due by April 16, and the grants will be awarded in 2016.The annual cleanup at the park is scheduled for April 11 beginning at 8 a.m. Volunteers and community service groups are urged to contribute.
