Council hears complaints about ADA ramp project

At Tuesday's meeting, Bowmanstown Borough Council discussed complaints about the ADA ramp project that has been going on in the borough.

Resident Bruce Koch said, "The project was supposed to replace the sidewalks to the condition they were. It has not been done."Council President Kara Scott said, "The borough has been receiving many complaints from citizens and businesses about project issues."Councilman Rob Moyer said, "I think the borough should be a voice for the citizens with any issues during this project."Both the borough engineer and solicitor pointed out that this is a Pennsylvania Department of Transportation project and the local municipality "has no direct oversight or control."However, engineer Jessica Rehrig said, "complaints can be brought to the attention of the project engineer."Council agreed as a whole that this needs to occur.Grant awardCouncil approved the execution of a contract for the Local Share Account Grant received by the borough and the Bowmanstown Fire Department. The grant award is for $78,000.Fire Chief Michael Spairana Jr. said, "The grant will be used for the purchase of a brush truck."The grant will allow the fire department to purchase a "Ford chassis and have the unit completed by Kovatch Ford and Kovatch Mobile Equipment," Spairana said.Committee reorganizationAfter the abrupt reorganization of the borough committees at the July council meeting, Moyer asked Scott, "can there be clarification on the sudden changes of the committees, specifically the dissolution of sewer committee when there are capital projects going on?"Scott said the committee reorganization was a decision based on "personnel issues."She said, "The sewer committee was only dissolved when there was no chairperson accepting the position."Councilman Darren Thomas said, "There is no personnel issue. It is clearly a personal issue."Scott refuted, "It was a personnel matter."Moyer asked if committees are needed at all.Borough solicitor James Preston said, "Council president has the ability to appoint, abolish or remove members of committees."
