Schuylkill Commissioners approve human services funding

A bridge is something used to span an obstacle. The obstacle can be a stream, railroad tracks, a mountain chasm or similar feature.

Homelessness can also be an obstacle, especially for people seeking employment, who can’t obtain a driver’s license or other identification because they don’t have an address. That’s where the county’s Bridge Housing Program steps up to the plate.

During a meeting Wednesday, the Schuylkill County Commissioners approved a funding agreement with Schuylkill Community Action for Bridge Housing and outreach case management services. The contract cap is $245,952 ($212,000 for Bridge Housing; $33,602 for outreach). All block grant funding that supports the Bridge Housing program will run through the contract.

Bridge Housing is a transitional housing service located on the grounds of the Pottsville Housing Authority at Laurel Terrace, Pottsville. Bridge House provides comprehensive services to people facing long-term homelessness and provides a supportive, safe environment for adults and children. Residents must undergo a thorough screening process before enrolling. Bridge House contains 12 apartments, is a safe, secure environment, and guests remain from three to 12 months.

In a related matter, the commissioners approved Schuylkill Community Action to serve as lead agency for the county for the state food purchase program and the emergency food assistance program.

In other action, the commissioners:

Approved the purchase and lease of a 2020 Ford Expedition from Kovach in Nesquehoning. The purchase is under the state contract through COSTARS at a cost of $45,826.07.

On behalf of 911 Communications, entered into an agreement with Greens Communications, Pottsville, for maintenance of the net clock time synchronization, at a cost of $4,200 from October 2019 through September 2020. The commissioners also approved an agreement with Core Power, King of Prussia, for maintenance at the 911 center. The agreement is $8,550 a year for a three-year term, from October 2019 through September 2022.
