Police say man choked, assaulted woman

An Andreas man has been charged with indecent sexual assault, aggravated assault, strangulation and other crimes.

Jason L. Moyer, 36, was charged by West Penn Township Police Chief Brian Johnson with felony charges of aggravated assault and strangulation, involuntary deviate sexual intercourse/forcible compulsion, sexual assault, and indecent assault; and two counts each of recklessly endangering another person, terroristic threats, harassment, and simple assault on Aug. 16.

District Judge James R. Ferrier, Orwigsburg, set bail at $100,000 straight cash, which Moyer posted via bond on Aug. 20.

A preliminary hearing is scheduled for Sept. 25.

According to an affidavit of probable cause filed with Ferrier, here’s what happened.

At 8:45 a.m. Aug. 19, Johnson was called to the police station to speak with a woman who said she had been assaulted the previous night.

He met with the woman, who said the assault began at around 6:30 p.m. Aug. 16. She was leaving Moyer’s home, walking to her car, when Moyer, who is listed as 5 feet 8 inches tall and weighing 320 pounds, grabbed the key from the car, causing it to bend.

He continued to yell at the woman and punched her in the face as she was sitting in the car. She punched him back and grabbed his beard, which made him angrier. He slapped her in the face and pulled her hair.

She drove away. The next day, he agreed to leave the house so she could stay there. At 10 a.m. Aug. 18, he returned and pleaded with her to stay; she agreed.

That afternoon, the two went to an event in Kutztown, where Moyer drank and became upset with the woman. As they drove home on Route 309 in Lynn Township, Moyer, who was driving, punched her in the side of the head, pushed her head into the window, and grabbed her hair. He pushed her face onto the center console and wouldn’t let her up until she begged for mercy, according to the affidavit.

He then pulled the seat belt tight around her neck, choking her.

Once home, he told her she couldn’t leave and dumped the contents of her purse.

He told her to go upstairs and lie down. She did, fully clothed. Moyer then sexually assaulted her.

When he left the house at about 8 a.m. Aug. 19, the woman went to the police station.
