Two Carbon County residents are facing a charge after they purchased oil and other services from a Nesquehoning business and didn't pay.

Cheryl Bowers, 47, of Valley View Road, Lehighton; and Edmond A. Jones, 30, of East Railroad Street, Nesquehoning, both were charged with one count access device fraud.According to the affidavits, filed by police Chief Sean Smith, on Feb. 10, he received a call from Kattner's Coal and Oil Company, who said that she had two cases of fraudulent credit cards being used in recent transaction.The owner said that on Sept. 15, the company provided services, including a fixing a blocked oil boiler, checking the chimney and installing a new tank gauge, at Jones' residence. The bill totaled $225.At that time, Jones told the oil company that his landlord would pay the bill but no money was ever received either by a landlord or Jones.Jones then ordered fuel 100 gallons of oil, worth $196.90, which was delivered on Nov. 30.At the time of the delivery, the driver spoke with Jones about his outstanding bill and Jones gave him a credit card for payment, but once the card was run, it was declined.Kattner's sent Jones a certified letter in January, which was signed for by a female at the residence, but Jones never contacted the company to make payment.Smith called Jones on Feb. 13 and spoke with him about the outstanding bill. At that time, Jones got defensive and exchanged words with the chief, saying that he was being threatened by police and would get a lawyer before hanging up on the police.In the second incident, police said that Bowers received an oil delivery from Kattner's on Jan. 13. At that time, Bowers produced a credit card for payment, but it was declined.A certified letter was sent to Bowers but was returned after Bowers refused to sign for it. Attempts to reach Bowers by phone were also unsuccessful the affidavit said.On Feb. 13, Smith contact Bowers about her outstanding bill of $225.90 and she apologized and said she would go to Kattner's and pay her balance, but she never showed up.Both Bowers and Jones are awaiting a preliminary hearing before District Judge Casimir Kosciolek, scheduled for March 29.
