The Eldred Township supervisors received notice that administrative assistant Jennifer Lax has resigned due to the impending birth of her second child. Supervisor Sharon Solt made a motion to appoint Gretchen Gannon Pettit to the position, at her current rate of pay, $13.77 an hour, to work at a schedule that will be beneficial to the township and to Pettit. Her duties would include Planning Commission, zoning hearing board, sewage permit and codes secretary, web-mistress and assistant treasurer.

Township solicitor Michael Kaspszyk made the suggestion that it should be checked with Pennsylvania State Association of Township Supervisors (PSATS) to make sure that there is not a conflict of interest of a supervisor acting as the zoning hearing board secretary.The motion was approved 3-0.After a traffic study was done by township engineer Brien Kocher in regard to the removal of traffic signage at the intersection of Church Road and White Church Lane and East Church Road and White Church Lane, and finding the stop signs could be removed, the board passed Resolution 2011-1, 3-0. It states the stop signs will be removed and a yield sign to be placed at the intersection of East Church Road with Church Road.The township plans on submitting a grant application to the Department of Conservation and Natural Resources (DCNR) for construction of a driveway and Tot Lot, a playground for toddlers and small children in the Walter Mock park, located off Church Road. It's the 1st stage of construction. Because the township must match a grant award, with the matching fees may be "in-kind," it is necessary to set a fee schedule for township machinery usage and for employee wages, plus benefits, for if and when employees will be involved in the construction of a driveway at the Walter Mock Park. The supervisors approved, 3-0, Resolution 2011-2 to set a fee schedule for township machinery usage and for employee wages, plus benefits.George Fetch, surveyor for the St. Matthew's UCC's minor subdivision/land development plan, submitted a request for a modification of the ultimate right-of-way requirements for the west side of Church Road because there are existing graves within the Old Cemetery section ultimate right-of-way area.Solicitor Kaspszyk explained that by indicating the ultimate right-of-way on the plan, along with a note explaining that there are existing historical graves within the right-of-way, this would protect the church if in the future, a utility company or other entity, would try to utilize the ultimate right-of -way."We do not want to jeopardize the historical graves and feel that in order to protect them, the note should be placed on the plan," said Supervisor Solt.After discussion, Supervisor Solt made a motion to reject the application for modification of the ultimate right-of-way, noting that the surveyor should indicate the existing historical graves in order to protect the church and the graves from future development. The motion was approved, 3-0.The supervisors approved to accept an extension request for the Vernon Frable subdivision plan, 3-0.There will not be a supervisors' meeting on Wednesday, April 20.
