Two gifts to the borough, both to be applied to the new Recreation/Community Center, were announced at a meeting of Summit Hill Borough Council last night.

The Summit Hill Community Improvement Organization (SHCIO) said it will provide up to $50,000 to finish the kitchen, including purchasing a dishwasher and other equipment.The Historical Society will donate framed posters depicting the town's heritage to hang on walls in the center.Councilman Michael Kokinda said SHCIO offered the funds to complete the center.Harry Miller, a councilman who is active in SHCIO, asked council's policy on building modifications such as removing doors, installing doors, or cutting through walls. He was advised that any such structural modifications would have to be submitted via a written plan to the council for approval. In addition, the borough's engineer or building inspector would have to review such plans and make a recommendation to the council."Cutting a wall for a one-inch pipe is one thing. Putting a door in is something we'd have to look at," said Council President Joe Weber.Monica Marshall, president of the Recreation Commission, thanked SHCIO on behalf of her organization for the donation, noting the center is receiving more use.In other business:• Marshall said the Breaker Boys football team start their home season Sunday at the Ginder Field. She said a concession stand will be open with proceeds being used to maintain the field.• The council approved nine more exonerations to the garbage collection list, bringing the total exonerations to 81. Kokinda said he was under the understanding that approvals could happen only in January.He was informed anyone can get an exoneration after their residential property is vacant for six months.• A resident of West White Bear Drive complained that water is coming from the Route 902 hill down to West White Bear Drive and ponding on the roadway. He said this led to a serious traffic accident in February.He said two years ago he complained to PennDOT about the situation but nothing still has been done.The council agreed to contact PennDOT for a joint meeting with borough officials to determine if corrective actions can occur.• The council approved an ordinance to allow the tax collector to charge $15 to tax certifications.• James Holmes was named to fill a vacancy on the Planning Commission.
