Tamaqua Police have cited Cynthia Rhoades, 57, of 334 Hazle St., Tamaqua, following an incident regarding her daughter.

Rhoades has allegedly been leaving unwanted messages on her daughter's voice mail, as well as sending the victim a package containing offensive notes and letters.She was cited for harassment.
