At 2 p.m. Tuesday trooper Justin S. Magluilo of the Lehighton barracks arrived at 4752 Queens Way in Polk Township looking for a vehicle that was involved in a hit-and-run crash days earlier.
Upon arrival the vehicle of Carlos Ruiz, 27, of that address, was observed in the driveway with damage to its front end. The vehicle was also a positive match for a description given at the time of the crash.Ruiz, whose license is suspended, refused to answer any questions relating to the crash. At this time, Wayne's Towing arrived on scene to tow the vehicle to the Fern Ridge police barracks for further investigation. As the tow driver attempted to secure the vehicle, Ruiz, in a fit of rage, attempted to take control of the vehicle.The trooper issued multiple verbal commands to Ruiz to back up and step away from the vehicle, which he ignored. Magluilo employed the use of a Taser and Ruiz was arrested. He was charged with resisting arrest, tampering with evidence, disorderly conduct and obstructing justice.
