Lansford police have cited these borough residents for their offenses:

Robert Wieand, 32, of 329 E. Bertsch St.: Cruelty to animals and animal nuisance prohibited at 3:40 p.m. Dec. 12 at his home, and for driving without a license.Wieand left his dog outside tied up for an extended period of time in the cold, with no food, water or shelter, police said. The dog was wrapped up in a cable in the yard and had to be cut loose.Danielle Jaso, 30, of 268 E. Patterson St.: Driving under suspension, driving without a license, and careless driving at 12:34 a.m. Feb. 5 at Patterson and Chestnut streets.Raymond Mastroberte, 53, of 9 W. Ridge St.: Permitting violation of his car title at 12:34 a.m. Feb. 5 at Patterson and Chestnut streets.Tanya Wagner, 32, of 365 W. Ridge St.: Disorderly conduct at 8:03 a.m. Feb. 3 on the 300 block of West Ridge Street.Mindy Nalesnik, 58, of 430 E. Bertsch St., Apt. 109: Retail theft at Family Dollar at 1:59 p.m. Feb. 1.Cristhian Fernandez-Vargas, 39, and Nicole Butrie, 41, both of 200 W. Bertsch St., second floor: Disorderly conduct at 12:35 a.m. Feb. 1 at Bertsch and Centre streets.
