A New York state resident has been jailed in Monroe County on retail theft counts.

Pocono Mountain Regional police identified the suspect as Kevin Belcher, 53, of Inwood.According to police, at 11:30 a.m. Jan. 7 Belcher attempted to push a shopping cart containing $220 worth of merchandise out the front door of the Walmart in Mount Pocono without paying for the items.He was arrested along with a female and charged with retail theft and criminal conspiracy. Belcher was arraigned on the charges and committed to the county prison in Snydersville in lieu of $30,000 straight cash bail.Police said on Feb. 4 they filed four counts of retail theft and two counts of criminal conspiracy against Belcher alleging that between Nov. 11 and Nov. 16, he went to the Walmart with another individual and stole over $1,218 worth of merchandise.
