A Carbon County man has been cited for a dog law violation.

State police at Lehighton said a woman living on Horseshoe Lane in East Penn Township reported that Richard Sokoloff was on her property with his dog, which did not have a leash. As a result, troopers cited Sokoloff for confinement and housing of dogs not part of a kennel under the state dog law statute. Charges were filed.
