Tamaqua police cited Blaine Smith, 34, of 611 Arlington St. after an incident on July 2.

Officers were dispatched to 39 E. Mauch Chunk St. at 3:45 a.m. and found Smith on the sidewalk, trying to sit up on the curb. He had a strong odor of alcohol on his breath and was slurring his words. He explained away a black eye he had as the result of punching himself a few days earlier.Smith refused medical treatment and was given a ride home.He was cited for public drunkenness.
