Robert Cicconi, 43, of Staten Island, New York, has been arrested by state police at the Frackville barracks with scattering rubbish.

In two different press releases, police said the man has been charged with depositing household waste from a home being purchased in Mahanoy City on properties in Ryan Township.It is alleged he deposited the waste upon the roadside on the Burma Road between 10 p.m. Jan. 21 and 9 a.m. Jan. 22, and left several truckloads of waste along Route 1011 (Brockton Mountain Drive), which was discovered at 1 a.m. Jan. 29.
