Tamaqua police cited Carl F. Rex Jr., 41, of Pitt Street, Tamaqua, twice in November.
On Nov. 4, Rex took another man's blue Penn State bag from a restaurant on West Broad Street. The bag contained a wallet, cellphone and approximately $200 in cash. Rex admitted taking the bag, telling officers he thought it was his daughter's. When asked to return the bag and its contents, Rex told police he had no idea as to what happened to them.He was cited for theft of mislaid property and receiving stolen property.Rex made contact with police on Nov. 23, when he was stopped in the 200 block of Rowe Street. He admitted having a hypodermic needle in his jacket pocket. A search turned up two small blue bags containing white powder in his pants pocket. The powder field tested positive for methamphetamine.Rex was charged with possession of a controlled substance.
