Slatington man charged with invasion of privacy

District Attorney Gavin P. Holihan and Capt. Seth J. Kelly, Pennsylvania State Police Troop M Commanding Officer announce a Slatington man is charged with invasion of privacy for taking a photo of a child’s buttocks.

Douglas Royer, 62, of Slatington, is charged with a misdemeanor charge of invasion of privacy – photograph, view, etc., intimate parts of other person.

Royer was arraigned Thursday before Magisterial District Judge Michael Faulkner and is in Lehigh County Jail under $150,000 bail. Royer’s preliminary hearing is scheduled for 1:15 p.m. on Nov. 4 before Magisterial District Judge Faulkner.

If convicted of the charge, Royer faces a mandatory sentence of 25 years in state prison.

On Sept. 24, Royer was working at a Lower Macungie Township home while performing work on the home’s heating system.

The victim is a 10-year-old girl. On that date while making repairs, the victim retrieved Royer’s cellphone for him while he was working underneath the home.

The victim said after giving Royer his phone, she crawled out of the space and while doing so, Royer used his phone to take a photo of her buttocks.

The victim said she was unaware Royer had taken the photo, but said Royer subsequently showed her the photo and asked her if he should delete it.

A search warrant signed by a judge allowed investigators access to Royer’s phone where the photo of the girl’s buttocks was later recovered from.

This case was investigated by Trooper Francis Vanore III and will be prosecuted by Chief Deputy District Attorney Sara A. Moyer.
