CARBON COUNTY COMMISSIONERS
The Carbon County Commissioners, in their first meeting of the year, acted on or acknowledged the following items:
• Approved a statewide interconnectivity grant from the Pennsylvania Emergency Management Agency for $926,319.97 for various maintenance projects to provide updated 911 services. Most maintenance updates are for public safety answering points within the dispatching and 911 call systems for better functionality.
• Approved an addendum to an agreement with Oasis Management Systems of Georgia that was dated Nov. 1, 2018. The addendum continues the agreement that Oasis is the exclusive operator for inmate commissary sales and services at the county correctional facility for an additional year, beginning Jan. 31. All other terms are the same and there is no cost to the county.
• Approved a renewal agreement with the Pennsylvania District Attorney’s Institute regarding the Statewide Automated Victim Information and Notification system in Carbon County. The term runs through Dec. 31 and there is no cost.
• Approved an agreement with Delta Dental of Pennsylvania regarding the rate schedule and administration fee per enrollee per month through Dec. 31, 2027. The administration fee increases $0.26 per enrollee per month.
• Ratified a proposal from ViaMedia of Bethlehem for an opioid media buy advertising agreement from Feb. 2 through Feb. 1, 2027 at a cost of $85,000. The funds come from the opioid settlement account.
• Approved change order 1 with Bracalente Construction Inc. of Northampton for a Community Development Block Grant project in Palmerton. The Mauch Chunk Road reconstruction deadline for completion has been moved to June 30, 2026 due to early winter conditions that closed asphalt plants for the season. Everything else remains the same.
• Approved a change order with Bruce George Paving and Excavating Inc. of Kunkletown for a CDBG project in Palmerton. The project includes reconstructing Mary Ann Alley from Tunnel Street to Old Mauch Chunk Road. The contract increases $1,403.40 for the change order.
• Approved two agreements with Zelenkofske Axelrod LLC of Harrisburg for financial consulting services for 2026. The first motion approves a fee schedule not to exceed 350 hours and $103,250; while the second motion is for additional financial consulting services, this time for the opioid fund settlement account. That fee shall not exceed $29,500, which represents 100 hours.

• Change of status: Jamie L. Turner of Tamaqua, from administrative assistant (bench warrant), Clerk of Courts; to administrative assistant (treatment court), Adult Probation, effective Jan. 5.
• Clerk of courts appointment: Devon J. Bourke of Jim Thorpe, deputy clerk, effective Jan. 5.
