Panther towns to meet on sewerage project

The Coaldale-Lansford-Summit Hill Sewer Authority will meet with officials from those three municipalities on Wednesday to discuss an intermunicipal agreement for the use and administration of the COVID-19 H20 grant and Act 537 planning.

The meeting will be held at 6:30 p.m. in the Hill Top Community Center.

Also to be discussed will be potential bond financing and the NPDES (National Pollution Discharge Elimination System) Permit for eliminating wastewater from the sewerage system.

Several months ago, the authority announced it is seeking $350,000 from each of the three municipalities to qualify for a matching state grant to begin work on finding sources of stormwater infiltration.

Summit Hill Borough Council agreed to providing the funds, but no formal approval was received yet from Coaldale or Lansford.

At meetings of Summit Hill Borough Council, it was mentioned that the authority must develop an Act 537 Sewage Facilities Plan which requires municipalities to develop comprehensive plans to address sewage disposal needs and prevent future problems.

The council said that without the plan, and without improvements occurring, the state could ultimately take over the sewerage system in the three municipalities and create very high rates for the residents.

The grant and $350,000 sought by the authority would allow for cleaning and scoping water and sewage lines to determine where infiltration is occurring and where remedial efforts such as relining or replacing are needed.

The meeting is open to the public.
