Outgoing supervisor lauded for service to township

An outgoing Franklin Township official has been lauded for his service to the township.

At Tuesday’s board of supervisors meeting, board Chairman Jason Frey was recognized for his efforts.

“I want to tell Jason how much I appreciate him coming in,” said Supervisor Fred Kemmerer Jr. “He doesn’t cut corners.”

In turn, Frey thanked both Kemmerer Jr., as well as Supervisor Leroy Kemmerer Jr.

“I thank both of you’s for your vote of confidence,” Frey said. “I’ve learned a great deal; for me it’s been a privilege.”

Frey was appointed in March to fill a vacancy on the board of supervisors.

Not long after his appointment, Frey asked that Fred Kemmerer Jr. be removed as chairman of the board.

Fred Kemmerer Jr. asked Frey “on what grounds?”

Frey told Fred Kemmerer Jr. because he felt it what was needed.

Frey said he was referring to February when all three of the then board of supervisors had expressed plans to resign from their seats.

At that, Leroy Kemmerer Jr. made a motion to make Frey board chairman, which was approved.

From there, Frey then made a motion to appoint Leroy Kemmerer Jr. as board vice chairman, which was also approved.

In February, supervisors accepted the resignation of former Supervisor Robin Cressley, which was submitted Feb. 7.

Both Fred Kemmerer Jr. and Leroy Kemmerer Jr. nearly vacated their posts as well at that meeting.

Township solicitor Tom Nanovic noted at the time that the day before February’s supervisors meeting that Leroy Kemmerer Jr. also submitted his resignation, effective immediately.

As a result, Nanovic said he contacted Fred Kemmerer Jr. the day before February’s meeting.

Without a second supervisor, the board couldn’t accept Cressley’s resignation or appoint a replacement.

Leroy Kemmerer Jr. abruptly withdrew his resignation and said he was staying on as a supervisor.

Fred Kemmerer Jr. then said he was going to resign.

However, several members of the audience, including former Supervisor Rod Green and Frey, commented on the board’s talk of resignations.

Nanovic attempted to restore order at the meeting and suggested that the board accept Cressley’s resignation so that he could leave.

Nanovic said at that time the township had 30 days to fill the position, and if not, the township’s vacancy board had 15 days to fill the position.

Resident Ty Poole said the board needed to get its act together for the betterment of the township.

Nanovic again recommended for the board to accept Cressley’s resignation.

At that, the board accepted Cressley’s resignation after 11 years as supervisor.

Fred Kemmerer Jr. then said he was going to resign.

Nanovic said the board should worry about the township, as they had items on the agenda that needed to be acted on.

Frey served as supervisor from 2018 through 2023.

He most recently filled the rest of Cressley’s term, which was slated to end this month.
