Carbon County Commissioners
The Carbon County commissioners acted on or discussed the following items last week:
• Opened bids for four whole home repair program projects. Only one company bid on the general contract portion of each contract. Projects are labeled using a letter and number code and are not described based on the program’s details. People in the program must meet certain criteria to be put on the waiting list. The bids were tabled for two weeks for further review.
• Approved readvertising the plumbing portion of three of the Whole Home Repair Program projects after no bids were received for that part of each project.
• Received correspondence from the Pennsylvania Emergency Management Agency amending the 2023 911 Statewide Interconnectivity Funding grant for the NECORE ESInet maintenance project. Funding was decreased to $28,128 due to the project being completed.
• Acknowledged correspondence announcing that America250PA will unveil its Bells Across America in Carbon County at noon on Oct. 5 in Weissport Park.
The commissioners noted that Weissport played a vital role in the history of Carbon County.
• Advertised the second public hearing notice for the 2025 Community Development Block Grant funds and application for entitlement and non-entitlement communities.
The hearing will take place at 10:30 a.m. on Oct. 1 at the 44 Susquehanna St., Jim Thorpe building, second floor. A virtual option to attend the meeting is also available.

• Rejected all bids for the Parryville water/sewer improvement project that were received on Sept. 4 due to funding. The project is funded through CDBG.
• Appointed Carol Wanyo of Beaver Meadows to the Animal Shelter Advisory Commission. She fills an unexpired term ending Dec. 31, 2027.
• Reappointed Shea Madden as the trustee for the Northeastern Pennsylvania region of the Pennsylvania Opioid Misuse and Addiction Abatement Trust. Her term expires June 30, 2027.
• Approved Johnson Controls Fire Protection of Allentown for annual servicing of the fire pump system in the pumphouse at the correctional facility. The annual cost is $2,742 and is in effect from Sept. 1.
• Approved submitting a grant application for the 2025 Provisional Ballot Affidavit Redesign grant through the Pennsylvania Department of State in the amount of $500. The grant covers expenditures between July 1 and Nov. 4 and will be used to purchase a new version of provisional ballot envelopes.
• Adopted a resolution authorizing the submission of a grant application for a Local Share Account grant totaling $22,987 for the Carbon County Emergency Management Agency. The money would be used to purchase a drone for the department.
• Adopted a resolution authorizing the submission of a grant application for a Local Share Account grant totaling $58,814 for the Emergency Operations and Training Center. The money would be used to purchase a FireBlast Falcon CX car and controller for training and firefighter certification at the center.
• Approved a revision request from Jim Thorpe that moves $59,734.27 in CDBG funds from the water treatment plant upgrades phase 2 to the water treatment plant upgrades phase 3. The CDBG funds are from the 2024 fiscal year.
• Approved several change orders to three contracts for the courthouse renovation project that has been completed. The approvals finalize the contract prices for the project. CMG of Easton’s final contract total was $1,612,491.02, an increase of $122,591.02 over the original contract, after change orders 17-26 were approved. G.R. Noto of Clark Summit’s final contract total was $1,007,163.48, a decrease of $65,336.52 after change orders 23-34; and K.C. Mechanical Services of Mt. Bethel’s final contract total was $436,021.58, a decrease of $10,978.42 after change orders 2-5.
• Approved two lease agreements with Palmerton for space in 401 Delaware Ave. The first lease is for the Area Agency on Aging Office at a quarterly cost of $7,692.17 The second lease is for the district magisterial office, also at a quarterly cost of $7,692.17. Both are in effect for five years beginning Nov. 1. The county is responsible for all utilities and services.
• Adopted a resolution acknowledging the 150th anniversary of the Borough of Parryville.
• Commissioners’ Chairman Mike Sofranko thanked county residents for remaining calm and civil during this time of political unrest following the killing of Charlie Kirk.
