Monroe County Commissioners

The Monroe County commissioners handled the following items during their meeting on Wednesday:

• Execute a collective bargaining agreement with the Monroe County Detective Association for the period Jan. 1, 2025 to Dec. 31, 2028.

• Amended Motion 2025-177 dated June 18 to reflect a change in vendor from SCW to CDW-G for the Microsoft Surface Pro 10 for the Department of Information Technology and Services, and change the price from $1,132.32 to $1,892.52. The grand total for the Computer Capital Purchase Report changes from $2,549.13 to $3,309.33, an increase of $760.20.

• Opened proposals for services for the Area Agency on Aging that will be addressed at the Aug. 6 meeting: Congregate Meals: Meals on Wheels and Hope Rising; Home Delivered Meals: Hope Rising, Ryan’s Deli, Meals on Wheels, PurFoods/Mom’s Meals, and Home Style Direct; Older Adult Daily Living Center: Hope Rising; Ombudsman Services: none received; Personal Care and Home Support Services: Beck and Call, Hope Rising, HL Homecare Agency, Caregivers of America, Westspan Health Care, and Kellez Care Providers; and Personal Emergency Response Services: Hope Rising, and Connect America.

• Certificates: Dylan Payne, Eagle Scout award; Cozy Kitty Café, grand opening; Pennsylvania’s Empowered Expert Residents — Margarete Borowitz, Deb Safin, Beverly Ventrella and Jesse Ziegenfus, all with Brookmont Health Care; and Karen Fronc, Constance Hamilton, Donna Mrya, Linda Murph and Angel Torres, all with Whitestone.

• Children and Youth Services: Service agreements: from July 1 to June 30, 2028 — CSI Corporate Security and Investigations LLC, contract limit of $150,000 (caseworker and investigation support services); Recovery Revolution Inc., limit of $2,500 (prevention education for foster families; from July 1 to June 30, 2026 — Community Services Foundation Inc., limit of $160,000 (foster care), Valley Youth House, limit of $190,000 (shelter care and independent living); The Impact Project Inc., limit of $100,000 (foster care); Loftus — Vergari & Associates Inc., limit of $85,000 (foster care); Pure Lux Homes LLC, limit of $150,000 (residential group home); KidsPeace Children’s Hospital, limit of $150,000 (sexual issues treatment and education); KidsPeace National Centers, limit of $160,000 (residential services); from July 1, 2024, to June 30, 2025 — Cater 2 You Youth Haven, limit of $250,000 (group home).

• Governmental 457 (b) plan Adoption Agreement with Nationwide Financial Services Inc.

• Two-year lease with Fraser Advanced Information Systems for one copier at 24 payments of $195 per month for the district attorney.

• Memorandum of Understanding with the Monroe County Transportation Authority to provide transportation in the amount of $3,000 to be paid from the Opioid Settlement Funds to be spent consistent with the uses allowed under the settlement.

• Change order with South Shore Construction LLC for $10,928 for additional ceiling repair and soffit work in parking garage.

• Advertise the need for janitorial cleaning at magisterial district justice offices.

• Vendors added to the approved list: Aging — Union-Snyder Agency on Aging Inc., Jefferson County Area on Aging, Reliable Supportive Home Care LLC; and Commissioners — Community Foundation of Monroe County.

• Fiscal/grants: Ratify approval of the Continuum of Care Grant total $312,561 with $11,249 for administration — Rapid Rehousing Fiscal Year 2024 sub-recipient contracts: rapid rehousing — Pocono Area Transitional Housing, rental assistance, $243,012, and supportive services, $28,300; supportive services — Pocono Mountains United Way, $30,000.

• Housing Authority of Monroe County: Reappoint Sharon Taylor to the Housing Authority Board, new term to expire Oct. 27, 2029.

• Municipal Waste Authority: Reappoint Louise Troutman, new term ending Dec. 31, 2029.

• Information Technology and Services: Agreement with MS-ISAC to provide cybersecurity services for 18 months for $4,995.

• Pocono Mountains Municipal Airport Authority: Received the 2024 Final Audited Financials for the period end Dec. 31, 2024.

• Tax Claim Bureau: Professional services agreement with Bid4Assets to facilitate the sale of tax delinquent repository real property assets from July 16, 2025, to July 16, 2026, at no cost to the county.
