Carbon County Commissioners

The Carbon County commissioners approved the following items during their meeting recently.

• Approved a modification to the grant application from the Pennsylvania Commission on Crime and Delinquency for the county’s Intermediate Punishment Program for additional funding in the amount of $15,724. This additional amount represents benefit expenses relative to a change in personnel.

• Awarded the Community Development Block Grant contract for street improvements on Pine, Goat and R streets in Banks Township to low bidder M&J Excavation Inc. of Bloomsburg. The company bid $47,950.

• Approved Diane Luedtke of Jim Thorpe, David McAndrew Jr. of Summit Hill and Peter Miller of Jim Thorpe to serve three-year terms, expiring May 1, 2028, on the Children and Youth Advisory Board.

• Accepted the resignation of Kathleen Schwick from the Children and Youth Advisory Board, effective May 1.

• Approved an increase to the rates for local foster care for ages 0-12 to $25 per day, 13-18 to $28 per day and medically needed to $30 per day. There is a state reimbursement of 80%.

• Ratified the modification to the RASA Grant from PCCD to add newly assigned personnel to the grant project and reallocate funds that were made available due to the decrease in employee benefits cost associated with the grant. The total budget remains the same at $44,382.

• Approved a quote from Phoenix Graphics Inc. of Rochester, New York, for printing Election Day ballots, provisionals, sample ballots and mailing services for absentee/mail-in ballots for the 2025 municipal and general elections. The total cost is $56,703.

• Approved a request from Carbon-Monroe-Pike Drug and Alcohol Commission for $100,000 from the opioid settlement money to fund individuals with opioid use disorder for treatment services due to cuts of the available funding streams and exhaustion of the current D&A allocations.

• Ratified the Act 101, Section 903 recycling grant coordinator application for 2024. The estimated reimbursement is $1,527.50.

• Ratified the worker protection and investment certification form as required by the Act 101, Section 903 recycling coordinator grant application.

• Approved an amendment to the assessment services agreement from April 1, 2023 between Aging Well PA LLC and Carbon County Area Agency on Aging to perform assessment services on behalf of Aging Well PA for consumers requiring level of care determinations for medical assistance funded programs. The amendment corrects the rate to $259.35 for FED, PASRR-EV and redetermination assessments; and $142.27 for preparation and attendance to each consumer appeal hearing. All other terms of the contract remain in effect.

• Approved an independent contractor agreement with Nancy J. Davidovich of Weatherly to provide services for the archives/records department from April 1 through June 30. The county will pay the rate of $50 per hour.

• Approved an agreement with St. Luke’s Health Network to provide family development specialist support to students from seventh through 12th grades at Panther Valley School District. The agreement includes services from July 1, 2023, through June 30, 2024, at a cost of $32,000; and July 1, 2024, through June 30, 2025, at a total cost of $69,000.

• Approved agreements for roving troubleshooters for the May 20 and Nov. 4 elections. Rovers include Suzette Kurtz of Lehighton and Raymond Donnelly and Xavier Boston, both of Jim Thorpe. They are paid $200 per day plus mileage.

• Approved a maintenance service agreement with Tyler Technologies of Moraine, Ohio, for the Univers and Landisc Support System in the county tax assessment office. The fee for services is $20,720 and the term of the renewal is from July 1 through June 30, 2026.

• Approved a quote from Cummins-Allison Corporation of Lake Success, New York, to purchase a single pocket currency scanner at a total cost of $3,330 and a preventative maintenance inspection agreement for $525 per year. This is for the tax claim office.
