Monroe County Commissioners

The Monroe County commissioners approved the following items at their meeting last week:

• Change the recommended bid alternatives for the water tank replacement to Options 1 and 6 and Option 2;

• Change order with Lobar Construction Co. for an additional $76,796.60 for changes to the AV/IT room, added footing step, temporary wall, footing over excavation, revised renovation work, additional work, concrete piers, added floor support, added ceiling and soffit, added insulation, wall tile and painting chair rail and base;

• Change order with Berkley Insurance Co. for an additional $28,015 adding refrigerant valves and installation of electric heaters;

• Proclamations and certificates - Terra Greens Golf Course, 60th Anniversary; Margaret A. Howarth, retirement as executive director of the Monroe County Transit Authority; David Fairservice, 50 years employment with Coolbaugh Township; Coolbaugh Township Municipal Park, 50th Anniversary; Chestnuthill Township Little Mexico Trailhead Completion, ribbon cutting;

• Area Agency on Aging: Agreement with East Stroudsburg University for Dysphagia Warriors Program Efficacy Project 2024 authorizing Mary Claire Megargle, director of area Agency on Aging, to sign for the program;

• Children and Youth Services: Purchase of Service agreement with Phoenix House from July 1, 2023 to June 30, 2024 for the maximum amount of $335,000;

• Agreement with Super Heat Inc. for $6,818.70 for replacement of the variable frequency drive on the Cooling Tower at the Administrative Center;

• A proposal from Nauman Inc. to replace the air conditioning system in the Planning Commission front office on the fourth floor at 701 Main St., Stroudsburg for $13,118, which was the lowest of three quotes;

• Business associate agreement with MadScripts LLC to provide voluntary prescription program to eligible county employees;

• Grants: $5,200 additional Homeless Assistance Program allocation to Pocono Area Transitional Housing for the fiscal year 2023-2024; authorization for the grant manager, Jennifer Strauch, to electronically submit the fiscal year 2024 Byrne Discretionary Community Project Grants in the amount of $1,009,000 for Monroe County Safety First Network Phase I for two-way infrastructure replacement;

• Grants for the 2024-2025 Homeless Assistance Program, sub-recipient allocations as listed below: Family Promise of Monroe County, emergency shelter services, $10,294; Pocono Transitional Area Housing, bridge housing services, $10,294; The Salvation Army of Monroe County, emergency shelter services, $10,294; Resources for Human Development, case management, $4,000; Women’s Resources of Monroe County Inc.; emergency shelter services, $10,294. Total of $45,176.

• Grants for the Human Services Development Fund Allocation 2024-2025, sub-recipient allocations as listed below: CMP MH/DS, adult services, $48,000; Sights for Hope, generic services, $10,157; Pocono Services for Families & Children, children and youth, $26,000. Total of $84,157.

• Grants for the 2023-2024 State Food Purchase Program, sub-recipient additional allocations totaling $20,891: Bushkill Outreach, $2,745; Pleasant Valley Ecumenical Network, $6,145; Pocono Mountain Ecumenical, $3,000; St. Matthews Catholic Church $6,001; TOP of the Mountain, $3,000;

• Other grants: Pennsylvania State Police 2024-25 Automobile Theft/Motor Vehicle Insurance Fraud Grant, $130,332; Human Services Development Fund additional allocation to Carbon-Monroe-Pike Mental Health and Developmental Services, $1,050;

• Grants for ACT 24 Emergency Rental Assistance Program-round 2, Recipient Agreement with the Monroe County Housing Authority for $1,600,000 for gas line replacement; and ACT 24 Emergency Rental Assistance Program-round 2 Recipient Agreement with Family Promise of the Poconos Inc. for $690,000 for purchase of three houses;

• Emergency Solution Grant 2023-25: total of $196,930 to ($189,550 for agencies, and $7,380 for administrative fees): for emergency shelter: Family Promise, operations and essential services, $50,635; Resources for Human Development, operations and essential services, $30,500; Stroudsburg Wesleyan Church, operations, $10,000; for street outreach: Resources for Human Development, case management and essential services, $25,000; for homelessness prevention: Family Promise, services, financial and rental assistance, $18,353; for rapid rehousing, Family Promise, services, financial and rental assistance, $55,062;
