Chestnuthill hears short-term rental plan

Chestnuthill Board of Supervisors held a conditional use hearing was held for Green Mountain Top LLC for a three-bedroom short-term rental at 206 Merwinsburg Road.

Thomas Donnelly and Justin Spall, owner and property manager, said as required, there will be a maximum of six guests.

Parking, sewage, noise, and a sprinkler system were discussed.

Mary Baxter, who owns an Alpaca farm abutting the property asked about parking and pets at the property to ensure they don’t enter her property.

Donnelly responded that clear property boundaries will be marked and this will also be stated in paperwork given to guests.

Baxter noted, “I think the gentlemen (Donnelly and Spall) appear responsible and are sensitive to us as neighbors. I believe they will address any concerns or issues that may arise from the tenants.”

The board will make a decision about conditional use at the May 7 meeting.

During public comment a resident asked about the overlapping road projects occurring in the township. The board said that Pennsylvania Department of Transportation is responsible for deciding when the projects are done and have a little input.

Attorney Andrew Wolf said the Effort Energy Initiative LLC conditional use appeal will be going to the Monroe Court of Common Pleas.

Miller Soil Solutions LLC won the bid for the Rosebay Road reconstruction project at a cost of $183,614.37.

The following Emergency Service Facility change orders were approved for Bracy Construction: a credit of $17,900 for fences around the communication tower pad; an increase of $17,029.52 for the pump house revision; an increase of $129,307.50 for removing existing storm structures, layout for new structures and pipes; a credit of $3,240 for the gravel lane pad.

Marina Gallup from OVR presented information about Developmental Education Services providing part-time workers for a six week summer program.

Workers will be paid $13.50 an hour through the state initiative. A worksite trainer will be present to supervise the 18- to 22-year-olds to help with things such as mulch, and other outdoor work.

The board approved this plan.

The request for a fee waiver for Buena Vista Cemetery Corporation, Pleasant Valley Assembly of God land development plan and Bush/Graham land development plan were tabled.

It was noted that following the meeting an Executive Session would be held to discuss real estate issues.

The April 16 Supervisors meeting will be canceled. The next meeting will be held at 7 p.m. May 7.
