Garbage account funds questioned

Schuylkill Township resident Paul Benulis continues to question the handling of funds in the township's garbage account.

Based on the amount of the contract, and the number of residences in the township, Benulis told supervisors Wednesday that the residents have been overcharged for their garbage bills.Benulis said that even though 50 residents have delinquent accounts, the township has collected about $5,000 more than was needed to cover the cost of one year of the contract.Hosler said the township keeps extra money in the garbage fund as a buffer, to cover costs of mailing the bills and disposing of electronics that have been collected."You can't just take the contract amount and divide by the number of people," Hosler said.Benulis disagreed."Why overbill the people you're elected to serve?" Benulis asked. "I just don't understand it."Verdier said she's in favor of having a buffer amount in the garbage fund. In a prior contract, the sanitation service hit the township with a fuel surcharge which was about $6,000, she said.Resident Dan Gray suggested that the township establish a fixed amount for the buffer, which can be used to cover any extra expenses that are directly related to garbage collection; the supervisors said they'd consider that.Fayash also asked why township police officer Jennifer Dempsey doesn't keep her time card in the same place other township employees keep their time cards. Dempsey responded that since she works part-time, with a set number of hours a week, she prefers that others not know how many hours she's already worked in a week.After some discussion, the supervisors decided that Dempsey will be provided a key to the secretary's office. She can keep her time card there, and the supervisors will have access to it.Residents also drew the supervisors' attention to a street light which is burned out on Valley Street in Brockton. Two residents said they had called PPL to complain, but that there had been no response for about a month. Verdier said she would call the PPL regional office.
