A toss of the coin decided which of two bidders would get the Polk Township seal coating bid. That toss, agreed to by both bidders' representatives which submitted a low bid of $76,189.62, ended up in favor of Dosch-King Co of Whippany, NJ with Asphalt Maintenance Solutions of Bloomsburg, PA being the loser.
The township solicitor had researched how to handle the tied-to-the penny proposals and tossing a coin came to be the method of breaking the tie.No such problem was involved in the acceptance process of choosing the approved paving bid out of the eight submitted to the township, including base bid and addenda.Discussion though did include whether to just accept the lowest base bid or to include the cost of additional items.Chairman Brian K. Ahner said he was "in favor of doing four roads" as mentioned in the bidding materials in light of the roads' condition.Secretary Nancy May agreed, noting she was not in favor of just "putting a band aid on."With a 3-0 vote of agreement, the overall low bid of $173,784.20 from Lehigh Asphalt Paving & Construction, Co. was accepted by the three-person board. Other bids for the total package had ranged upward to as high as $212,430.Payment for the paving project will come out of the township's liquid fuels fund.A work session on the employee handbook followed the bid acceptance meeting.
