Franklin receives CDBG funds for drainage project

Franklin Township knows how much it has to spend on a drainage project via Community Development Block Grant funds.

Township secretary Brenda Cressley announced at Tuesday’s board of supervisors meeting that the Carbon County Planning & Development Office held a virtual hearing regarding the township’s 2023 CDBG money.

Cressley said the township will receive $98,485. Of that, $80,758 is for the project, with the other $17,727 for administration costs.

She said the CDBG funds will be used toward the Red Hill Road Drainage Project.

In February, supervisors approved the revision of CDBG funds and pre-application for fiscal year 2023.

Before the board unanimously approved that measure, Supervisor Robin Cressley said that meant the township would have to pay engineering fees for a second time.

After that meeting, Brenda Cressley said that the way engineers estimated to continue the Red Hill Road Drainage Project with CDBG funds, the township would need about $39,000 more than what the township had budgeted.

As a result, Brenda Cressley said its engineers had to revise the estimate/cutback $39,000 in order to bid the project out.

Last May, supervisors agreed to utilize last year’s CDBG funding on Red Hill Road.

Of the $96,138 in CDBG funds the township received last year, $78,834 is for the project, with the remaining $17,304 for administration.

The township used last year’s CDBG funds to continue with water improvements along Red Hill Road.

The grant will be modified to replace the culvert on Red Hill Road.

The township used $29,051 from Fiscal Year 2017, and $13,577 from Fiscal Year 2018 in CDBG funds to complete the street improvements in Red Hill Road Phase I.

The township will use funds from fiscal years 2018, 2019 and 2020 ($215,063) to replace the culvert.
