State police at the Lehighton barracks said they cited Joseph Neumann Lutz of Fairless Hills on Dec. 16 for scattering rubbish.

Police said it is alleged the violation happened along Mertz Road, off Dotter's Corner Road, in Polk Township, on Dec. 4 at about 7 p.m.
