West Penn man faces child porn charges

A West Penn Township man told state agents he had been watching child pornography in his car seconds before they knocked on his door with a search warrant.

On March 16, the agents, from the Office of the Pennsylvania Attorney General, filed charges against Brandon R. Lusch, 21.

He is charged with 14 felony counts of child pornography and one felony count of criminal use of communication facility on Sept. 1, 2021 through March 16, 2023.

Lusch is in Schuylkill County Prison under $100,000 cash bail.

A preliminary hearing is scheduled for 1 p.m. April 25 before District Judge Andrew J. Serina, Orwigsburg.

Special Agent Caitlin Smith, with the Attorney General’s Internet Crimes Against Children Task Force, detailed in an affidavit of probable cause how the case against Lusch unfolded.

On July 17, 2022, the National Center for Missing and Exploited Children received a report from Snapchat that a total of nine videos of child pornography had been saved, shared, or uploaded on their platform by Lusch.

One video was saved, shared or uploaded on Sept. 1, 2021; the most recent upload of eight videos was on July 16, 2022. The account was locked a few minutes after the upload.

The Snapchat account was confirmed as belonging to Lusch.

Smith sent subpoenas to PenTeleData, Snapchat, Google, and TracFone, all of which provided subscriber information linking to Lusch.

An intelligence analyst with the Attorney General’s Office conducted an online records search of the target address for public records through a database known as CLEAR.

The search revealed Lusch had the target address.

On March 15, Smith obtained a search warrant to identify the person using Snapchat to view and/or save child pornography videos.

Lusch was home, and after acknowledging his Miranda rights, agreed to speak with Smith and another agent without an attorney.

He admitted viewing and sending child pornography to himself on Snapchat to save on his other phone.

He admitted to screen saving a nude 8-year old.

Lusch said his Snapchat account had been banned months before, and that he has been “struggling with viewing child pornography for seven or eight years.”

He said he had viewed “baby porn,” but was “not into it.”

Lusch said he prefers children aged 13 and above.

As a result of the search warrant, three iPhones were seized from Lusch’s residence for forensic examination.

One of the phones had two child pornographic videos on it.

Lusch also faces child pornography charges in Carbon County.

According to the Attorney General’s Office, he admitted to taking photos of two minors at a home in Andreas. Lusch said he’s been sneaking photos of the victims over the course of two years.

In the Carbon County case, Lusch faces charges on 11 counts of sexual abuse of children; two counts of invasion of privacy; and one count of criminal use of a communication facility.

He is scheduled to have a preliminary hearing April 26 before District Judge Casimir T. Kosciolek of Lansford.
