Summit Hill discusses rental inspections

Summit Hill has an ordinance requiring the inspections of rental homes by the borough between occupancies, but it doesn’t pertain to government-subsidized units.

A member of the borough council says that should change.

Karen Ruzicka said Section 8 housing units also should be inspected the same as any other property.

Inspections should be “straight across the board,” she said.

Council member David Wargo said Section 8 units are inspected by the state. He said when the borough’s inspection ordinance was written, those state inspection rules were used as a guide.

He said it was agreed years ago that Section 8 houses wouldn’t need inspections by the borough because they are already inspected by the state. It would be double inspections for such residences, he said, and other rental units only require a single inspection.

“The borough would accept proof of the (state) inspection,” Wargo said.

He added that he helped craft that ordinance in 2004 but there have been some changes made.

Ruzicka asked if there is proof submitted to the borough that the inspections did, in fact, occur.

Council members said that such proof would be given to the zoning officer.

Attorney Robert Frycklund, the borough’s solicitor, said he will check to see what the state inspections on Section 8 housing encompass and determine if the borough can make additional inspections.

Ruzicka also asked if the borough is still requiring moving permits.

Kira Steber, secretary-treasurer, said she issues them when individuals come into her office for them. In addition, she sends letters to property owners whenever she sees property transfers occurring.

Wargo said there is a potential fine for people moving into or from the borough who don’t obtain moving permits.

He said whenever he sees a moving truck in town, he notifies the borough police department to see if moving permits were obtained.

He urged other council members and borough residents to notify the police if they see indications of people moving into or from residences in the borough.
