Stephen Kantor, 48, Tamaqua, was charged by Tamaqua police with obstructing administration of law after he refused to provide officers with information they requested from on Jan. 29.
Police said the incident stemmed from an ongoing dispute Kantor has with a neighbor. Officers also charged him with causing a public nuisance, harassment and disorderly conduct.
Ronald Knight, 45, Allentown, faces a charge of providing false identification to law enforcement officers, Tamaqua police said.
Police conducted a 1 p.m. Jan. 27 traffic stop and found that the vehicle was registered to Ronald Knight, who was wanted on a warrant from Lehigh County.
Police said they spoke to a passenger, later identified as Ronald Knight, who said he did not have identification but that his name was Raheem Knight.
After a records search, police said they determined that the man was Ronald Knight. He was taken in to custody and later admitted that his real name is Ronald Knight.
He was charged and taken to the Lehigh County Prison.
