Ralph M. Luchetta, 35, of 29½ Center St., Tamaqua, was sent to prison after borough police said he broke into the basement of an apartment building on May 31.
According to police, officers were called to 12 S. Greenwood St. at 4:28 a.m. for a report that someone entered the basement of the multi-unit building and shut off the power to all units. Residents were concerned for the safety of a woman whose oxygen pump wasn’t working without electricity.
Police said residents said a key to a basement door is kept in a lock box, which was open and missing a key. One resident believed that Luchetta, who had lived at the apartment building until a recent fire forced him out, may have been in the basement since he was outside earlier asking for a place to stay.
Officers knocked on the door and said they would kick it in if no one responded. Eventually, Luchetta unlocked the door and handed police the keys. He denied shutting off the power but police said breakers for every unit plus a main breaker were off. Police restored power and transported Luchetta to the police department.
He was arraigned before Magisterial District Judge Stephen Bayer on charges of burglary, reckless endangerment and harassment. He was unable to post $10,000 percentage bail and was committed to the Schuylkill County Prison.
