Carbon County Court - ARD

Carbon County President Judge Roger N. Nanovic on Monday accepted 10 people in the Accelerated Rehabilitative Disposition program. If a defendant successfully completes the program, his record may be expunged.

Robert W. Blaine, 21, of Lakewood, California: He was charged by Palmerton police on July 24 on Route 248. He refused a blood alcohol test.Nanovic placed him in ARD for 12 months. He also ordered Blaine to surrender his driver's license for 60 days, pay $600 toward the cost of the program, court costs and fees, and to spend 15 hours in a drug offenders' program and another 12 in a program for those driving under the influence. Blaine was also ordered to complete Alcohol Highway Safety School.Tyler J. Hartmann, 29, of Kutztown, Berks County: Charged by Lehighton police with driving under the influence on July 19 on Main Lane.Nanovic placed him in ARD for 12 months. He also ordered Hartmann to pay $600 toward the cost of the program, surrender his license for 90 days, complete outpatient treatment, pay Lehighton $3,181 in restitution for a damaged fire hydrant and pay court costs and fees.Samantha Jo Heimer, 27, of Bowmanstown: Charged by Lehighton police with driving under the influence of a controlled substance on Jan. 2 on Route 248.Nanovic placed her in ARD for 12 months. He also ordered Heimer to surrender her driver's license for 60 days, pay $600 toward the cost of the program, court costs and fees, and to attend outpatient treatment and Alcoholics Anonymous, and complete Alcohol Highway Safety School.Christopher C. Lyons, 20, of Beaver Meadows: Charged by state police at Lehighton with driving under the influence of a controlled substance on Dec. 26, 2014, along Bridge Street, Lehighton.Nanovic placed him in ARD for 12 months. He also ordered Lyons to surrender his driver's license for 90 days, pay $600 toward the cost of the program, court costs and fees, and to complete Alcohol Highway Safety School.Anthony Z. Mammana, 20, of Palmerton: Charged by state police at Lehighton with possession of drug paraphernalia on Feb. 25 along Harrity Road, Franklin Township.Nanovic placed him in ARD for six months under a non-DUI waiver. He also ordered Mammana to pay $650 toward the cost of the program, court costs and fees, and to a drug and alcohol evaluation.Kevin C. Muench, 30, of Nanticoke, Luzerne County: He was charged by state police at Lehighton on May 8 on Maury Road, Franklin Township.Nanovic placed him in ARD for 12 months. He also ordered Lyons to surrender his driver's license for 60 days, pay $600 toward the cost of the program, court costs and fees, and to complete Alcohol Highway Safety School.Joseph W. Oliver Jr., 42, of Bethlehem: Charged by state police at Lehighton with DUI on Feb. 5 on State Road in Franklin Township. Oliver refused a test to measure blood alcohol content.Nanovic placed him in ARD for 12 months. He also ordered Oliver to surrender his driver's license for 60 days, pay $650 toward the cost of the program, court costs and fees, and to complete Alcohol Highway Safety School.Edin M. Garcia Samayoa, 37, of Allentown: He was charged by state police at Lehighton on July 4 on Fairyland Road. His BAC was 0.10.Nanovic placed him in ARD for 12 months. He also ordered Samayoa to surrender his driver's license for 30 days, pay $500 toward the cost of the program, court costs and fees.Monica L. Walck, 27, of Bowmanstown: Charged by state police at Lehighton with driving under the influence of a controlled substance on Sept. 26, 2014, on Maury Road, Franklin Township.Nanovic placed her in ARD for 12 months. He also ordered Walck to surrender her driver's license for 60 days, pay $650 toward the cost of the program, court costs and fees, and to complete Alcohol Highway Safety School and participate in an intensive outpatient program.David E. Williams, 59, of Tamaqua: He was charged by Franklin Township police on July 18 on Main Road. His BAC was 0.20.Nanovic placed him in ARD for 12 months. He also ordered Williams to surrender his driver's license for 60 days, pay $550 toward the cost of the program, court costs and fees, attend a treatment intervention group and complete Alcohol Highway Safety School.
