Democrat Fran Heaney, former Carbon County Clerk of Courts, has announced that she will seek the office of Carbon County treasurer to succeed present treasurer, Ron Sheehan, who will be retiring at the end of the year.

“I am confident that I can handle the operations of the treasurer’s office with the same efficiency and oversight that I had achieved in the Clerk of Courts office.” Heaney said.

Appointed by the governor to the Clerk of Courts office in 2019, Heaney worked on cleaning up a three-year backlog of files left by the former clerk of courts. Under her leadership court orders were enforced, costs and fines were assessed and collected, and cash bail refunded.

Heaney notes, “I believe my handling of receipts and disbursements of the criminal court system further qualifies me to handle the income and payments of the county’s $65 million budget.”

Her work in the clerk’s office earned her praise and gratitude from the county commissioners and the judiciary.

Having worked in the county for over 15 years, Heaney has acquired a unique knowledge of other county offices and how they impact the county finances. As an office administrator she learned how to interact with other employees and how to assist the public, a quality that she considers essential when dealing with the public with licensing issues.

“I plan to be a ‘hands-on’ elected official working closely with staff and the public to assure things are done correctly and professionally.”

In seeking the office of treasurer, Heaney appreciates how diverse county government is, “from parks to parking, from Children and Youth to office on aging, the treasurer’s office handles monies in and out for all areas of county government.”

She says, “adding to that, hotel tax collection, games of chance, bingo, hunting and fishing licenses, doe permits, the office is one where accuracy and proper documentation is a must.”

The treasurer is also a member of the county Retirement Board that oversees an additional $89 million of assets.

Heaney is the wife to Patrick Heaney. They have two adult sons and two grandsons.
