Schuylkill County extends $6M agreement

Schuylkill County commissioners last week extended its $6.03 million purchase of service agreement with Service Access Management of Pottsville for another year.

Commissioner George F. Halcovage Jr. said the money for the services comes from the state.SAM, first hired in 2004 to replace ReDCo, oversees mental health, drug and alcohol, and disability services for the county. It was hired after commissioners learned of a $3.2 million cost overrun in the county's mental health/disability services budget in 2003. There had also been hundreds of thousands of dollars in cost overruns in 2001 and 2002.Commissioners also renewed a $274,023 agreement between the 911 center and Greens' Communications of Pottsville for service for a CPE 911 phone system that was installed in 2007. The money for that one-year agreement also comes through telephone surcharges.They also renewed a $12,260 per month agreement with Essentials Management Solutions of Pottsville for general consulting support services for the 911 center, and for $7,000 per month for project management services. That agreement runs for one year.The money comes from a combination of telephone surcharges and some county monies, which contributes about a third of the amount, said 911 director Scott Krater.Other actions Wednesday included approving changes to the contract between the county Office of Senior Services and the county Transportation Authority to increase the contract for fiscal years 2016-17 by $3,534.90, with a revised cap of $74,874.50, and adding an updated service provider budget for the same years.Commissioners also approved a one-year purchase of service agreement between the Children & Youth Services agency and Pennsylvania Mentor of Broomall, Delaware County, to include room and board at a per diem of $14.69, respite care at a per diem of $80, community residential at a per diem of $145.60.Other one-year purchase of service agreements for the agency were:• Language Line Services of Monterey, California, for Spanish phone interpretation at a per unit rate of 75 cents, and phone interpretation (other supported languages) at a per unit rate of $1.10;• Psychological Associates of Pottsville for group counseling at a per unit rate of $35, individual and family counseling at a per unit rate of $80, and brief screening at a per unit rate of $240;• David O'Connell of Pottsville for psychotherapy at a per unit rate of $125, comprehensive psychological evaluation at a per unit rate of $150, and in-person testimony at a per unit rate of $175;• All Brite Cleaning Services of Pine Grove for cleaning services at a per unit rate of $17;• Schuylkill Intermediate Unit of Mar Lin for day treatment services at a per diem of $140.Also on Wednesday,commissioners agreed to hire a Tamaqua company for $454,726to repair a Barry Township bridge.Barletta Materials submitted the lowest of six bids for theproject, which will repair the Cave Road bridge, which spans Deep Creek. The money comes from the county's liquid fuels account. That account is supplied by the state and is based on the population and miles of road.The other companies bidding on the project were FlywayExcavating, which bid $458,609; Rylind Construction, $469,500; Desco, $520,748; Kevin RakerConstruction, $522,751; and Heim Construction, $692,468.
