Summit Hill Borough Council gave final approval on Monday to its 2017 budget, with tax rates to remain unchanged.

The budget passed by a 4-1 vote with Bill Chapman being the only dissenter. In favor were council President Mike Kokinda, William O'Gurek, John O'Gurek and Karen Ruzicka. Greg Kosciolek and David Wargo were absent.The budget is based on 15.6 mills, including 13.6 mills for general purposes, 1.5 mills for street lighting and a half-mill for fire allocation.Other taxes include a 2-mill occupation assessment, a $10 local service tax, a $5 per capita tax and a half percent earned income tax.Kira Steber, borough secretary/treasurer, said the general budget shows expenses and receipts of $1,551,188.In otherbusiness:• Council agreed to pay the assistant secretary for holidays instead of giving her an increase in pay. The part-time secretary was hired in September at the rate of $11 per hour. The action passed by a 4-1 vote with Kokinda opposed.• Part-time maintenance workers will receive an increase of $2.50 per hour. Workers who have a CDL license willfrom $15to $17.50 per hour while working on duties that require a CDL license. Other employees will have the rate increased from $11to $13.50 per hour.• An agenda item indicated that work force employee William Frantz was resigning from his position, but council refused to act on the resignation, stating there was never a request received in writing from Frantz.However, the council agreed to hire for a replacement for Frantz.
