$60,000 in garbage bills discussed in Penn Forest

The Penn Forest Township board of supervisors held its annual reorganization meeting as well as its regular monthly meeting for a second time Thursday morning.

The meetings, originally held on Jan. 5 had to be redone due to a clerical error that rendered the Jan. 5 meetings illegal."The secretary had everything in the computer ready to send out to the Times News," Chairman Warren Reiner said. "But with everything that was going on, she just forgot to push to button."Because the meetings were not properly advertised in accordance with the Pennsylvania Sunshine Law, the meetings had to be rerun.Township resident Walter Gibbon addressed the supervisors regarding a list of written-off garbage accounts totaling approximately $60,000."I have a list of some 200 accounts that according to this list are to be, or in some cases have been, written off to the tune of $60,000," Gibbon said. "I want to know how this can be done without a meeting or a resolution."Last time I was here your secretary told me straight out that some of these accounts had been negotiated and settled for less than was owed. That is not in the ordinance; how can you do that for one person and not of everyone?" Gibbons said."I can't address any reduced amounts now. We need to look into that claim," Supervisor Philip Shedaker said. "What I can say is that is an old list and it needs to be updated, and we shouldn't be using the term 'write-off.' It's not the correct term. What we are going to do is look at these accounts individually to determine what we can do in the future to collect on these overdue accounts."Township solicitor Thomas Nanovic also said some of the accounts are going to be determined to be "uncollectable.""Some of these are from bankruptcies and foreclosures," he said. "If the attorney who handled them did so correctly, in most cases you would assume that they did, those will be uncollectable."Shedaker promised that the list would be updated and that the township will do "everything we can" to collect the past-due accounts. The board also passed a motion to have Nanovic revise the garbage ordinance to no longer allow non-permit holders to bring trash to the transfer station. In the future only residents with trash permits will be permitted to dump at the transfer station. Only permit holders will be permitted to bring extra bags at a rate of $1 per bag if they have more than the four bags allowed per week. The reorganization meeting took place before the regular meeting. The board remained the same: Reiner, chairman and roadmaster; Philip Shedaker, vice chairman; Scott Lignore, assistant to the roadmaster;Supervisor Christine Fazio, personnel manager.Supervisor Judy Knappenberger was the only supervisor who does not hold any position other than supervisor.
