Monday evening the Penn Forest board of supervisors accepted a bid from Bruce George Paving and Excavating to install the septic system for the concession stand that will service the township recreation park. The bids ranged from a high of $89,938 for Papillon and Moyer to the winning bid of $42,000.

The supervisors also agreed to have township engineers at Barry Isett Associates prepare the bid package for the concession stand. BAI had originally quoted $15,000 for the package last month and the supervisors asked that the company take a look at the cost of the bid and submit a better price for its services. The revised price to prepare the package is $10,800.The bid package will be advertised this month and will be ready to be opened at the May 1 township meeting. The supervisors hope that the septic system and the concession stand will be complete by July 31.Kidder Township resident Charles Getz addressed the supervisors regarding his recent request that Penn Forest Township accept his property into its Agricultural Security Area. The supervisors had previously voted down the request.Getz made the request of Penn Forest because Kidder Township does not have an Agricultural Security Area, but the state law permits adjacent towns to extend the protections to nearby property owners."I understand that there may have been some concern that approving my request would have cost the taxpayers of Penn Forest Township some money," Getz said.Township solicitor Thomas Nanovic said the township is not permitted by law to charge for adding a property to the agricultural security area and that it would be wrong for the township to require Getz to reimburse the township."I understand what you are saying," Getz said. "But whenever I drive by your park, I am so impressed by what you did and there are always people there. It is a wonderful thing that you are doing there."I am asking you to reconsider allowing my land to be included in the Agricultural Security Area and I will be making a donation to your parks and recreation regardless of what you decide tonight," Getz said.Getz said the reason behind his request is that he would like to place his property in farmland preservation to keep it as an open space after his death.Nanovic further clarified that the agricultural security agreement protects the property from condemnation by the township and prohibits the property owner from being sued for nuisance if he is using the property in normal agricultural operations.Nanovic said neither of these actions would affect Penn Forest Township since the property is located in Kidder Township.Supervisor Scott Lignore made a motion to reconsider Getz's request, and the motion passed 4-1 in favor. Supervisor Judy Knappenberger voted no.In other business the township will hold an electronics recycling from 9 a.m. to 3

p.m.July 15 at the transfer station. All township residents can participate in the electronics recycling, including those with private trash haulers.The board voted to addStacey Venetos to the Planning Commission and Mandy Marotto to the Parks and Recreation Committee.
