Man charged with indecent assault of minor

A former Walker Township man showed a 5-year-old girl pornography and tried to bribe her with lollipops to perform sexual acts, police say.

Victor D. Cain, 53, most recently of Coudersport, Potter County, on Tuesday waived his right to a preliminary hearing before District Judge James R. Ferrier of Orwigsburg.Ferrier sent a felony charge of indecent assault of a person less than 13 years of age and a misdemeanor charge of indecent assault without consent to Schuylkill County court.Prosecutors withdrew a felony charge of unlawful contact with a minor/sexual offenses.Cain remains in Schuylkill County prison under $50,000 straight cash bail.Cain was already a tier 3 sexual offender, meaning he is under Megan’s Law restrictions for life, when he is believed to have assaulted the girl on Sept. 18, 2015, in West Penn Township.Cain was classified as a sexual predator after being convicted of corruption of minors and aggravated indecent assault on April 24, 1998, in Clearfield County.Cain was represented on Tuesday by public defender Christopher M. Riedlinger. Assistant District Attorney Kimm M. Montone is prosecuting the case.According to a criminal complaint filed by West Penn Township police officer Denna V. Krammes, she received a fax from Schuylkill County Children and Youth Services Agency on July 6, 2016, stating that they had on June 29, 2016, received a report of suspected child abuse via Childline.The report named Cain, and said he was hospitalized in the psychiatric unit of a Pottsville hospital, and had told a counselor he had asked the child to touch him.Cain’s paramour told Children and Youth staff that Cain had admitted to molesting the girl on Sept. 18, 2015.On June 30, 2016, Children and Youth caseworkers interviewed the child, who told them she was on the couch with Cain when he offered her a lollipop if she let him touch her.He reached toward her, but she pushed his hands away. He then offered a lollipop again to let him touch her and to not tell anyone.Krammes and a caseworker interviewed the child again on July 28, 2016.The girl told them she didn’t like Cain because “he doesn’t take a bath.”She described what happened on Sept. 18, 2015, saying she was sleeping on the couch while Cain sat next to her, looking at his laptop.The girl said Cain pushed on her shoulder to wake her, and he started to pull down the zipper on his “footie” pajamas.He asked her to look at his laptop with him.They were, “Yucky videos. Yucky pictures, and people naked touching each other’s private parts,” the child said.She said Cain tried to touch her private parts, and offered her a lollipop. She pushed him away, told him keep his hands to himself and said she would tell.The child said he had tried several other times to touch her inappropriately.Krammes also interviewed the girl’s siblings, who said Cain was “always on his laptop, watching naked girls.”They told a family member, who told Cain “he’d better not do it again.”Cain had never tried touching them, the siblings said.They, too, said they didn’t like Cain, because “he is always dirty, never takes a bath and smells bad.”
