Summit Hill Water Authority reorganizes for its last time

The Summit Hill Water Authority reorganized Tuesday night. It could be their final slate of officers.

The authority is scheduled to be terminated on June 1 and taken over by the Summit Hill Borough Council, according to an ordinance the council adopted. The authority would then become the Summit Hill Water Department.Authority members set meeting dates through the end of 2015 just in case the takeover by the borough takes longer than anticipated. It was stated at the meeting that not only will the abolishment of the authority take time, but it will be also expensive for local taxpayers.Lou Alexander was renamed chairman. Other officers are Robert Collevechio, vice chairman; Joseph O'Gurek, secretary; and Jim Yusella, treasurer.Edward Kruczek, who had been a member, also attended but wasn't allowed to participate in the meeting. His term expired on Dec. 31 and he hasn't been reappointed yet by the borough council. The council hasn't met this year. It has a meeting scheduled for 7 p.m. Monday in the Municipal Building. The authority named attorney Joseph Velitsky of Summit Hill as its solicitor at a fee of $125 per hour as needed.Carbon Engineering was hired on an as-needed basis as the authority's engineer. All present employees were retained. They include Michelle Totani as office manager and Catherine Domarecki as assistant office manager.Robert Mongi is workforce leader. Nathaniel Alexander is a laborer. The ordinance the borough council adopted to take over the water authority negates action taken by a previous council in 2000. At that time, the council extended the life of the authority 50 years, from Aug. 1, 2000, to Aug. 1, 2050.Alexander and Collevechio both said the transfer of the authority will likely take more time and be more costly than anticipated. They said there will be legal fees for both the borough's solicitor and the authority's solicitor incurred for research and transfer incurred. In addition, the authority owns 470 acres of land which Alexander said may have to be surveyed for the title transfer.Alexander said transfer fees will be incurred. Finally, it was pointed out by Alexander that borough employees are members of the Teamsters union and water authority members aren't. As a result, the water authority workers will have to become unionized when the borough acquires the authority. In other authority business:• The authority agreed to meet at 7 p.m. on the third Tuesday of each month, except December (if the authority is still valid) when it will meet at 6:30 p.m.• Alexander said a map shows there could be encroachment on authority property. The matter will be turned over to the authority's solicitor.• It was agreed to terminate water service to 114 E. Amidon St. because the house is reportedly vacant and the property owner has a past due bill of $257.59.Mongi said it is better to shut the water off so that if pipes break, flooding of the premises won't occur. He said he recently was summoned to another vacant house where a pipe burst and water was coming through the doors.• The authority tabled a plowing agreement with the borough. It was the renewal of an agreement made in 2009.Alexander said he was displeased that they have such an agreement in which the authority members plow alleys, yet the borough hired someone else to do such plowing during a recent storm.
