Questions raised over appointment of Coaldale mayor

Coaldale Council has a new president, Thomas Keerans.

During a reorganizational meeting Monday, council members voted Keerans to serve as president, taking the place of past President Angela Krapf. Mike Doerr will be vice president. And the borough may or may not have a new mayor, although Francisco "Frank" Rodriguez was appointed during a special meeting in December.During the December meeting, council members had deadlocked on the first nominee for mayor, Joel Johnson. Francis Hutta was then appointed to serve on council, to take the place of Linda Miller, who died in November. After the tie vote on Johnson and the appointment of Hutta, council members then appointed Skip Miller to the vacancy board and convened the vacancy board.During the reorganizational meeting Monday, Hutta questioned Rodriguez's residency and also the actions taken to appoint him. Hutta wasn't present for the December meeting. Before being appointed as mayor, a person must have been a resident and registered voter for a year."Using the vacancy board to vote (for Rodriguez) may have been improper," Hutta said. Former mayor Richard Kellner had resigned effective Dec. 1. "I think you can only go to the vacancy board after 30 days."Hutta also questioned the length of Rodriguez's residency in Coaldale, as did Johnson. Johnson presented council members with a copy of an envelope which showed the Coaldale tax collector as a return address, sent to Rodriguez at a Coaldale address in March 2014. The letter was not delivered there, and was instead returned to Rodriguez's address in Lansford. Johnson said the letter was proof that Rodriguez had not lived in Coaldale for a year.Rodriguez said that wasn't the case. He said he had lived at two addresses during 2014, both in Coaldale. In the absence of borough solicitor Mike Greek, council members decided to revisit the matter during their regular meeting next week.Hutta then made a motion to reorganize, and nominated Keerans for council president, seconded by Mike Doerr. In a roll-call vote, Krapf, Harry Hontz and Brenda Hosler voted against Keerans, while Keerans, Doerr, Yvonne Stoffey and Hutta voted in favor."It's all yours, buddy," Krapf said to Keerans as the two traded seats. Hutta then nominated Doerr to serve as vice president, seconded by Stoffey, with Hosler, Krapf and Hontz voting against it.In other action, Krapf moved to reopen the budget, which was second by Hontz and agreed to unanimously by council. Krapf said that with the changes in the office and the appointment of a new part-time treasurer, Anissa Nunemacher, it would be good to go over the figures in the budget.Nunemacher will continue to work as treasurer, and council will advertise for a part-time secretary, to take the place of secretary Andrea Davis, who resigned in December.
