Eleven first-time offenders in the criminal justice system were placed in Carbon County's Accelerated Rehabilitation Disposition probation program this week by Judge Joseph J. Matika.

If a person successfully completes all conditions of the program their record is wiped clean. However, if they fail to complete it or are revoked from it, then they must face trial on all pending charges. A person does not admit guilt in entering the program.All were placed for a year, unless otherwise noted.Kevin Brown Jr.,18, of Summit Hill, was placed for two years on a charge of theft by unlawful taking. He was arrested on Aug. 10 by Lansford police for an incident at the Turkey Hill store. While an employee of the store, he allegedly stole lottery tickets.He was assessed $450 for the cost of the program and ordered to render 100 hours of community service and make restitution to the victim of $2,756.Sherwin D. Haman Jr., 47, of Palmerton, was placed on a charge of driving under the influence. He was arrested on April 2 along Troxells Road by Mahoning Township police. A test revealed a 0.13 BAC.He was assessed $500, ordered to render 50 hours of community service and his license was suspended for 30 days.Becky L. Kite, 22, of Drums, Luzerne County, was placed for a year on a charge of DUI. She was arrested on Aug. 22, 2015, along Carbon Street by Weatherly police. A test revealed the presence of a controlled substance.She was assessed $650, ordered to render 50 hours of community service and her license was suspended for 60 days.She also pleaded guilty to a charge of possession of drug paraphernalia for an incident on June 3, 2015, also in Weatherly, following a vehicle stop at Carbon and East Main streets. She was placed on probation for six months, concurrent with the ARD placement.Victor Manuel McKillop, 55, of Elmont, New York, was placed on a DUI charge. He was arrested on July 20 along Route 903 in Albrightsville by Kidder Township police. No test results were noted.He was assessed $600, ordered to render 50 hours of community service and his license was suspended 60 days.Ion Albert Nedici, 22, of Hazleton, was placed on a charge of DUI. He was arrested on May 16 along Francis E. Walter Dam Road in White Haven, by Kidder Township police. A test revealed a 0.21 BAC.He was assessed $500, ordered to render 50 hours of community service and his license was suspended for 60 days.Timothy Bryan Perkins, 55, of King of Prussia, Montgomery County, was placed on a DUI charge. He was arrested on April 10 by state police at Fern Ridge along Lake Drive in Kidder Township. A test revealed a 0.12 BAC.He was assessed $500, ordered to render 50 hours of community service and his license was suspended for 30 days.Jonathan Elias Rivas, 28, of Glen Cove, New York, was placed on a DUI charge. He was arrested on May 6 along Interstate 80 in East Side Borough by state police at Fern Ridge. A test revealed the presence of a controlled substance.He was assessed $600, ordered to render 50 hours of community service and his license was suspended for 60 days.Marcio O. Silva, 35, of Albrightsville, was placed on a DUI charge. He was arrested on Oct. 18, 2015, along Route 903 in Albrightsville by Kidder Township police. A test revealed a 0.15 BAC.He was assessed $500, ordered to render 50 hours of community service and his license was suspended for 30 days.Ashley Tolotti, 35, of Nesquehoning, was placed for six months on a dog law violation for an incident on July 16, 2015, in the area of 208 W. High St., Nesquehoning, by the Northeast Dog Law Enforcement unit.She was assessed $450 and ordered to render 25 hours of community service.Richard Robert Walters III, 23, of Bethlehem, was placed on a DUI charge. He was arrested on May 27 along Interstate 80 in Kidder Township by state police at Fern Ridge. A test revealed the presence of a controlled substance.He was assessed $600, ordered to render 50 hours of community service and his license was suspended for 60 days.Jude Yuricheck,41, of Saint Clair, was placed for two years on charges of stalking and harassment filed by Summit Hill police for an incident on Oct. 10, 2015. He is accused of harassing and stalking a female borough resident.He was assessed $650 and ordered to render 100 hours of community service and have no contact with the victim.Each defendant must also pay court costs of about $1,000 and a $50 per month supervision fee while in the program. Those charged with DUI also must follow all recommendations of their drug and alcohol evaluation.
